서울 도심부 계획의 필요성과 수립 방향 = A Study on Concept of downtown Plan and Its Directions in Seoul

The goal of this paper is to grope plans to manage systematically the downtown area of Seoul. Going through a course of industrial restructuring, world metropolises, including United States of America and England experienced decline of the downtown area. Seoul, a metropolis, shows a physical decline phenomenon of the downtown area because of deterioration of buildings, but shows weakly social-economic decline phenomenon of unlike foreign metropolises.
The goal of renewal policy of the downtown area is to regenerate the area declined. Plans and policies for the area are divided into various ones, including types classified by period and country. Generally, the downtown area plan takes on the different character from the existing urban master plan. Unlike urban master plan taking on form of a reasonable comprehensive plan, the downtown area plan takes on form of a strategic plan and a emergency plan. On the basis of relationship between the public sector and private sector in development of the downtown area, policy types of the area are divided into a private city, a concessionary city, a entrepreneurial city, a progressive city and so on.
Unlike western metropolises, Seoul don't have a plan of the downtown area. Policies for the area have laid stress on logic of physical building control up to now. In that respect, the downtown area of Seoul has been controlled by not planning logic but building code logic. Renewal of the downtown was everything of policies for the downtown area of Seoul. Large enterprises of the private sector have led renewal of the downtown, and as the result, it has not get away from business run for profit and the way of building run for business. In short, renewal of the downtown of Seoul was only business of a rebuilding in downtown area.
In conclusion, the downtown plan must be established in order to regenerate its physical deterioration and to manage systematically the area. It is to be desired that the downtown plan of Seoul takes on the form of not urban comprehensive plan(master plan) but a strategic plan and emergency plan. And policies for the downtown area of Seoul must be supported as not physical building logic but as planning logic containing social-economic aspects. Lastly, I want to stress that a role of urban government, the public sector, must be strengthened to activate renewal of the downtown of Seoul.
