The purpose of this study is to elucidate the policy termination process through a case study of union members affiliated with the Seoul Social Services Center. Participants in this study were selected through theoretical sampling with purposive recruitment, supplemented by typical case selection and snowball sampling, resulting in a total of four research participants. Data were collected via in-depth interviews, public records, and media sources, and analyzed using a thematic approach. The study identified three key findings: policy termination led by the local government head, the representative union’s ongoing efforts to sustain public care, and the infringement of citizens’ rights resulting from the termination.
