도시공유재의 인클로저와 테이크아웃드로잉의 반란적 공유 실천 운동 = Enclosure of Urban Commons and Takeout Drawing’s Insurgent Commoning

다국어 초록 (Multilingual Abstract)

Recent activism and studies are seeing an increased use of the terms, enclosureand commoning, in entangling the relationship of physical displacement and normativecontrol of urban spaces and galvanizing practices. Taking the conceptual lensof enclosure and commoning, this study looks at a case of Takeout Drawing, anindependent artspace/café in Seoul. Diverse artists, cultural activists, and researchersgathered to combat forced eviction attempts by the landlord in 2015, labeling itas gentrification. This study is based on a 9-month long militant research in thefield and on media representations of the unfolding events. Findings suggest thatthe public perception embodies more than a mere spectator’ position, leading toauthoritarian legalism to judge and justify violence. Takeout Drawing attemptedto broaden their struggle to include shared concerns of those deprived of their rightsin current urban crisis. ‘Disaster’, ‘refugee’, and ‘great asylum’ are symbolic languagesTakeout Drawing used to create ruptures in the current power relations.
In conclusion I argue that the uneven boundaries of ‘actually existing urban commons’are negotiated by ceaseless insurgencies, allowing re-imagination on cities ascollectively produced commons.

국문 초록 (Abstract)

공유재와 인클로저는 어떻게 도시 공간의 물리적 축출과 법적·규범적 통제가맞물려 일어나고 저항의 지점들을 만들어내는지 보는 개념으로 설명력과 실천력을 가진다. 최근 공유재와 인클로저를 현대 도시의 정치경제적 맥락에서 재해석하는 작업이 활발한데, 활발한 이론화 작업에 비해 도시공유재의 침식과 이에 저항하는 공유 실천 운동(commoning)을 구체적으로 살펴본 연구는 많지 않다. 이논문은 2015~2016년에 서울시 한남동의 예술작업장, 전시공간이자 카페인 ‘테이크아웃드로잉’에서 일어난 상가임대차인 간 갈등과 극복의 과정을 다루고, 자본과 실정법 논리에 기대어 사태를 바라보는 대중의 시선과 젠트리피케이션에 맞서 공유지대를 만들어내려는 테이크아웃드로잉의 저항을 살펴본다. 이를 통해 이논문은 젠트리피케이션 저항에서 공유 실천 운동이 지니는 의미와 반란을 통해‘실재하는 도시공유재’를 만들어가는 것의 의의를 강조하려 한다. 대중은 사유재산권과 계급의 논리에 기대어 사태를 ‘가진 자들’의 싸움, ‘법대로’ 하지 않고‘떼쓰기’, ‘운이 없어서’ 불거진 사적 개인의 갈등으로 재현하며 상대적 강자인건물주에 편승해 사적 폭력의 사용을 정당화한다. 반면 테이크아웃드로잉은 사태를 사인들 간의 문제라기보다는 서울의 투기적 도시화 경험이 만들어낸 필연적인결과이자 삶의 기반을 박탈당한 이들이 함께 직시해야 할 문제로 이해하며, 이들의 저항 운동은 젠트리피케이션에 집합적으로 대응할 수 있는 공유지대를 어떻게구상할 수 있는지를 보여준다. 현장 연구는 지식의 생산과 사회적 실천의 과정을교차시킴으로써 안과 밖의 경계 허물기를 지향하는 전투적 연구(militant research)방법으로 진행되었다.
