우리나라 농업용 저수지의 88.5%는 준공년도 50년 이상의 저수지로 노후화에 따른 붕괴 위험은 커지고 있다. 이와 더불어 최근 기후변화로 인한 극한강우의 빈도와 강도의 증가 또한 농업용 저수지의 붕괴 위험을 증가시킨다. 우리나라 농업용 저수지의 대다수는 필댐으로 저수지 제방 붕괴 시 유수와 함께 제체 토사가 유출되어 물리적 홍수파와 토사 흐름이 동시에 발생하며, 이는 하류 지역의 홍수 특성과 피해 양상을 크게 변화시킬 수 있다. 그러나 홍수 피해 해석을 수행한 기존 연구에서는 침수심 중심의 수리해석에 한정되어 유체의 유변학적 특성과 토사 흐름이 홍수파 전파에 미치는 영향을 충분히 반영하지 못하였다. 따라서 본 연구에서는 DAMBRK와 HEC-RAS 2D 모형을 연계하여 농업용 필댐 붕괴 시 유변학적 특성과 토사 흐름을 고려한 홍수파 해석을 수행하고자 하였다. 저수지 유입량, 저수지 제원, 저수지 붕괴 매개변수 등의 입력자료를 구축하여 DAMBRK 모형을 통해 저수지 붕괴부 방류량과 제방 토사 유실량을 산정하였다. DAMBRK 모의 결과는 HEC-RAS 2D의 상류 경계 입력조건으로 활용되었으며, Herschel-Bulkley 유변학 모델을 적용하여 비뉴턴유체의 거동을 고려하고, 토사이송 모듈을 통해 물-토사 다상흐름을 고려한 저수지 하류부 2차원 홍수파 해석을 수행하였다. 유체의 유변학적 특성과 물-토사 흐름상 가정에 따라 4개의 Case를 구성하였으며, 각 Case별 하류 지역의 침수면적, 침수심, 유속, 토사퇴적심 등을 분석하였다. 모의 결과 비뉴턴유체에서 모의한 경우, 뉴턴유체 대비 홍수파의 전파속도가 느리고, 침수심은 더 크게 나타났으며, 항복응력 이하 구간에서 체류가 발생하여 흐름의 지속시간이 증가하였다. 혼합상 모의에서는 하류 하천을 따라 유량이 빠르게 전파된 이후 제내지로의 홍수파가 뒤따르며, 침수면적은 감소하고, 토사퇴적은 모의영역 하류부에 집중되었다. 침수흔적도와의 LSSI 분석 결과, 모든 시나리오에서 Excellent 수준의 재현성을 보였으나, 토사퇴적와의 LSSI는 낮게 나타나 토사 이송 및 퇴적 모의의 불확실성이 확인되었다. 비뉴턴유체 매개변수에 따른 홍수파 해석 결과의 변화를 확인하기 위하여 민감도 분석을 수행한 결과, 항복응력과 점성계수가 홍수파의 전파 지연, 침수 지속시간에 영향을 주는 주요 매개변수임을 확인하였다. 본 연구는 HEC-RAS를 활용한 농업용 저수지 붕괴 시 토사 흐름을 고려한 홍수파 해석 수행을 통해 홍수 피해 산정 시 비뉴턴유체 모델의 적용성 및 홍수 피해 재현성을 평가하였다. 본 연구 결과는 저수지 붕괴로 인한 복합 재해 분석 및 저수지 하류 지역 홍수위험도 평가의 기초자료로 활용될 수 있을 것으로 사료된다.

In Korea, approximately 88.5% of agricultural reservoirs were constructed more than 50 years ago, and the risk of failure has increased due to aging. In addition, the frequency and intensity of extreme rainfall events caused by recent climate change have further heightened the likelihood of reservoir failure. Since most agricultural reservoirs in Korea are earth-fill dams, embankment failures often result in simultaneous outflow of water and embankment soil, producing both a hydraulic flood wave and a sediment-laden flow. Such combined flows can significantly alter downstream flood characteristics and damage patterns. However, most previous studies on flood damage analysis have focused primarily on inundation depth–based hydraulic simulations and have not adequately reflected the influence of rheological behavior and sediment flow on flood-wave propagation. Therefore, this study aims to analyze flood waves considering rheological properties and sediment transport during the failure of agricultural earth-fill dams by coupling the DAMBRK and HEC-RAS 2D models. Input data, including reservoir inflow, geometric parameters, and breach characteristics, were prepared, and the DAMBRK model was used to estimate the breach outflow hydrograph and the amount of embankment material loss. The DAMBRK results were then used as upstream boundary conditions for HEC-RAS 2D simulations. The Herschel–Bulkley rheological model was applied to account for non-Newtonian fluid behavior, and the sediment transport module was used to simulate multiphase (water–sediment) flow in the downstream area. Four simulation cases were established according to assumptions on fluid rheology (Newtonian vs. non-Newtonian) and flow phase (single-phase vs. multiphase), and the inundation area, water depth, flow velocity, and sediment deposition depth were analyzed for each case. The results indicated that in the non-Newtonian cases, flood-wave propagation was slower, while inundation depth was greater than in the Newtonian cases. Flow retention occurred in regions where shear stress was below the yield stress, resulting in longer flow duration. In the multiphase cases, the flood wave propagated rapidly along the downstream channel and was followed by floodplain inundation, leading to a smaller inundation extent and concentrated sediment deposition in the lower downstream area. The comparison with observed inundation data using the Lee–Sallee Shape Index (LSSI) showed excellent reproducibility across all scenarios, whereas the LSSI for sediment deposition was relatively low, indicating uncertainty in the sediment transport and deposition simulation. A sensitivity analysis was performed to investigate the impact of non-Newtonian parameters on dam-break flood wave dynamics, and the results demonstrated that yield stress and consistency index are the key parameters governing flood wave propagation delay and inundation persistence. This study demonstrates the applicability of the HEC-RAS model for analyzing flood waves resulting from agricultural reservoir failures while considering sediment-laden flow. The findings are expected to serve as a basis for assessing flood hazards and compound disaster risks in downstream regions affected by reservoir failures.
