This paper provides a new model of evaluating the manifesto of the candidates of the local government election in Korea. This model, named Manifesto Portfolio and Positioning(MPP), provides a comprehensive method that can provide the voters a synthesized information regarding what the candidates of local government election are promising in a variety of ways. Compared with existing SMART, SELF and FINE methods, MPP provides three dimensional view of evaluating the manifesto. Manifesto portfolio provides a indexed information of policy-depth and breadth. Policy-breadth is about the variety of policy fields the candidates cover in their manifesto. Policy-depth is to what extent the public pledges are designed in a concrete and explicit way. We identified the factors for policy-breadth and depth, and provided a two-dimensional graphical view of manifesto portfolio. Finally, after constructing the indexes, we provide a frame that can evaluation the position of the candidates based on their list of pledges, which we name it as manifesto positioning. For example, using our manifesto positioning framework, voters are graphically informed whether a candidate is more toward the re-distribution policy or distribution policy, or regulation policy or subsidizing policy.
