북한의 최근 경제 동향과 거시경제 운용체계의 변화 = The Recent Economic Movements of North Korea and the Changes of the Macro-economic Operation Systems"

국문 초록 (Abstract)

현재의 북한경제는 심각한 어려움을 겪고 있으며 식량난, 에너지난, 원자재난 등 소위 ‘경제 3대난’으로 요약하여 표현할 수 있다. 이로 인해 북한의 전통적 경제시스템은 무너지고 현재의 경제운용은 무엇이라고 단정적으로 말하기 어려운 모습을 보이고 있다. 국가를 단위로 하는 국민경제의 모습은 실종되었으며 국가경제 내에는 모습과 형태가 서로 상이한 여러 가지 범주의 경제가 공존하는 형태이다.
북한의 최근 경제정책에서 두드러진 것의 하나는 국가경제에 대한 일종의 이중구조화 전략의 고착이다. 기본은 계획경제와 시장경제의 이중구조이고, 다른 편으로는 특수경제와 일반경제의 이중구조이며, 한편으로는 군수공업을 포함한 중공업과 경공업의 이중구조이다. 선군경제 시대에 부응하여 국방공업 우선정책을 펴고 특수경제 부문을 확대하는 정책을 채택하기도 하였다.
북한의 거시경제 운용체계는 임시적, 과도기적, 잠복기적 상태라고 할 수 있으며 또한 타의적, 차선적 선택이라고도 할 수 있다. 국가정책의 최종 목표가 정권과 체제의 존립과 유지라고 한다면, 북한은 이러한 거시경제 운용체계를 당분간 유지하고자 할 것으로 보인다.

다국어 초록 (Multilingual Abstract)

The North Korean economy is currently undergoing serious trouble and bluntly put, is up against the three major economic difficulties with the shortage of food, energy and raw materials. This has resulted in the breakdown of North Korea’s traditional economic system and it is difficult to describe the current economic operation in certain terms. The features of unique economy which shows the nation state as a unit has disappeared and several economic categories with different features and patterns have formed together within the national-state economy.
The nation-state economy currently setting in a dual structure strategy is quite the remarkable trend of North Korea. The basis shows the dual structure of planned economy and market-driven economy, and while on one hand has the dual structure of privileged economy and general economy, on the other hand has the dual structure of heavy industries including the munitions industry and light industries. Priority policies for industries of national defense reflects the situation of military-driven economy while adopting policies that increase privileged economic categories.
The macroeconomic operation systems of North Korea is in a temporal, transitional and latent period and this can also be said to be an alternative choice made against their will. If the final objective of the national policy is the existence and maintenance of the current government and regime, this current macroeconomic operation systems will be sustained by North Korea for the time being.
