The issue of dealing with illicit capital accumulation raised on and after April 19 of 1960 was destined to fail judging from punishing the persons accumulated capital by the illicit and illegal methods. This study focuses on the various causes and aspects of the failure. The phases and history of the failure ranged from the Huh Jung government, the Democratic Party government to the Park military junta.
Of course, an investigation and punishment on the illicit capital accumulator was partially an opportunity of rearrangement among the top capitalists. But most capitalists remain unchanged after the punishment with a few exceptions. Instead most capitalists won a secure position at the middle 1960's.
