한반도 동북아 평화체제의 정착을 위한 시베리아 인문학의 학적 체계 구성

국문 초록 (Abstract)

본 총서는 2020년 경제인문사회연구회의 정책과제로 선정된 주제인 “한반도 · 동북아 평화체제의 정착을 위한 시베리아 인문학의 학적 체계 구성 : 지역학적 통섭과 정책 공간 연계”에 관한 내용이 서술되어 있다. 구성은 ‘서론’과 본론의 6개의 챕터, 그리고 마지막 장은 ‘결론: 정책적 제언과 시사점’으로 되어 있다. 6개의 본론 챕터 중에서 4개 챕터는 주로 인문학 내용으로 구성되었고, 나머지 2개는 신동방정책, 신북방정책에 관련된 정책적 내용이다.
시베리아 인문학 학적 체계 구성이라는 주제를 구현하기 위해 본 연구팀은 4개의 인문학 챕터를 구성했다. 2. 1장에서는 “러시아의 시베리아 정복사, 러시아의 동진과 시베리아 인문학”, 2. 2장은 “시베리아 역사 속의 시베리아 공간 이미지와 인문학”, 2. 3장의 내용으로는 “시베리아 지역주의의 역사와 21세기 시베리아 지역주의의 함의”, 그리고 2. 4장은 “시베리아 도시 담론과 시베리아 인문학 학적 구성”이라는 제목으로 분석했다.
정책 내용으로 구성된 2개의 챕터 중에서 2. 5장에서는 “러시아의 신동방정책 : 변화하는 국제질서 속 러시아 동진과 한반도, 그리고 동북아”, 2. 6장은 “극동시베리아 지역과 한반도 · 동아시아 평화체제 담론 : 신북방정책의 전략적 함의” 등의 내용으로 서술되었다. 3장은 2. 1~6장까지의 전체 본론 각 장의 내용에 대한 결론과 정책 제언과 시사점이 서술되었다.
본 연구팀은 시베리아 인문학 학적 체계 구성이라는 큰 제목하에 시베리아 인문학을 서술하고 이를 러시아의 신동방정책, 대한민국의 신북방정책의 접점 하에 정책적 공간과 지역학적 함의로 설명하고자 했다. 시베리아를 인문학적으로 설명하는 다양한 구성 요소가 많지만, 본 연구팀은 지역학적 통섭과 정책적 공간 연계를 위해 러시아의 시베리아 경략사, 시베리아 공간 이미지와 인문학, 시베리아 지역주의, 시베리아 도시 담론이 가장 핵심적인 내용이 될 것으로 판단했다. 그리고 시베리아 지역 중에서도 한반도와 연계된 경제적, 정치적 가치가 가장 높은 극동시베리아 지역에서의 신동방정책, 신북방정책을 분석함으로써, 본 연구팀은 시베리아 인문학과 정책 공간의 접점을 도출하는 연구를 지향했다.
본 연구팀은 한반도와 동북아 평화체제 정착을 위해 가장 기본적으로 시베리아에 관련된 인문학 학적 체계가 구성될 필요성이 있다고 판단하고 있다. 현 정부가 신북방정책을 추진하고 있다는 점도 시베리아 인문학 구성의 도전과 계기가 되었다. 신북방정책이 극동시베리아 지역에서만 구현되는 것은 아니다. 신북방정책의 전체적인 스펙트럼도 확장되어 있다. 그러나 본 연구팀은 과제 제안서를 준비하면서, 남북한과 미국 등이 추진하던 평화회담이 중단된 상태에서 한반도에서의 평화 프로세스가 재개되기를 소망하는 마음에서 ‘한반도 및 동북아 평화체제의 정착’을 위한 학적 기반을 마련해야 한다는 사명감을 가졌으며, 본 총서는 그러한 인식으로 서술되었다.

Construction of Siberian humanities system for the establishment of peace regime on the Korean Peninsula and in Northeast Asia : regional consilience and policy space connection.

This series describe the contents of the theme selected as a “policy Research Project in 2020 years” by National Research Council for Economics Humanities and Social Sciences “Construction of Siberian humanities system for the establishment of peace regime on the Korean Peninsula and in Northeast Asia : regional consilience and policy space connection". The composition consists of introduction and six chapters of the main subject, and the last chapter is consisted of conclusion and policy implications. Of the six main chapters, four are mainly composed of humanities, and the other two are policy contents related to the New Eastern Policy and the New Northern Policy.
In order to realize the theme of the Siberian humanities system construction, the research team organized four humanities chapters. Chapter 2. 1 is “Russian Conquest of Siberia, Russia’s heading East and Siberian Humanities”, Chapter 2. 2 is “Siberian Space Images and Humanities in Siberian History”, and Chapter 2. 3 is “The History of Siberian Regionalism and the Implications in the 21st Century. Chapter 2. 4 was analyzed under the title of “Siberian Urban Discourse and Siberian Humanities”.
And of the two chapters composed of policy content, Chapter 2. 5 is “Russian New Eastern Policy: Russia's East and Korean Peninsula, and Northeast Asia in a Changing International Order”, and Chapter 2. 6 “Discourses on the Far East Siberia Region and the Korean Peninsula and East Asia Peace System: New Northern Policy” Strategic implications”. And in Chapter 3, the conclusion of the entire contents from Chapters 2. 1 to 2. 6 is described. We described policy suggestions and implications.
This research team attempted to describe Siberian humanities under the large title of Siberian humanities system composition, and to explain this as a policy space and regional implications under the interface of Russia's New Eastern Policy and South Korea's New Northern Policy. There are many different elements that explain Siberia humanistically, but for regional consilience and policy space linkage, this research team focused on Russia's Siberian strategy history, Siberian space image and humanities, Siberian regionalism, and Siberian city discourse. In addition, by analyzing the New Eastern policy and New Northern policy in the Far East Siberia region, which has the highest economic and political value associated with the Korean Peninsula, among the Siberian regions, the research team aimed to find the interface between the Siberian humanities and the policy space.
This research team determined that it is necessary to construct a humanistic system most fundamentally related to Siberia in order to establish a peace regime on the Korean Peninsula and Northeast Asia. The fact that the current government is promoting the New Northern Policy also served as a challenge and opportunity for the composition of Siberian humanities. The New Northern Policy is not only implemented in the Far East Siberia region. It can be said that the overall spectrum of the New Northern Policy is also very wide. However, while preparing the proposal for the project, the peace talks by the two Koreas and the United States a was stopped, and we hoped on the Korean Peninsula peaceful talks would resume. This series was described with that recognition.
