통합물관리를 위한 한강유역 거버넌스 구축방안

다국어 초록 (Multilingual Abstract)

There have been big changes in water management systems since water management act was established in June 2018. This study is to contribute to building a governance in the Han river basin. Ministry of Environmental is focusing on the upper structures of a new water management system such as law-making, national water committee, and Han river basin water committee. On the other hand, the lower structures are seldom mentioned, that may weaken the whole water management system.
This study has shown 49 water issues in the Han river basin that consist of various kinds of water problems. Most of them can be solved in the viewpoint of integrated water approaches. Although the solutions are given, it is very difficult to execute projects because there is no administrative system to support the projects directly. Many of them consist of some combinations of water quality improvements, water quality controls, aquatic ecosystem, and so on. Because each of water fields has its own administrative system and is not flexible, the integrated water projects that may solve field problems can not be settled.
To activate the local basin governance, modifications of water management act are needed to make the integrated water projects of fields work. Furthermore comprehensive researches should be performed to support the local basin governance that has been shrunk since 2000. Governments should invest money on the research programs.
