프랑스 지방재정지원제도의 특징 및 정책적 시사점 = The Features of the French Local Financial Support System and Its Policy Implications

Since the inauguration of the new government, the decentralization has been a hot issue in Korea. In order to strengthen the local autonomy, the financial resources of local finance, which is the material basis of local governments, should be secured. The purpose of this paper is to examine the experiences of France, which has a strong centralized history like Korea and gradually expand the decentralization, and to draw policy implications for strengthening local finance in Korea. There are vertical and horizontal financial equalization systems based on the Constitution in France. In particular, the local taxation committee, which is a permanent cooperative body of the central government and local governments, is institutionalized. Policy implications for Korea are as follows. First, it is necessary to reform qualitative as well as quantitative expansion of fiscal equalization system, and it is urgent to introduce a sort of comprehensive grant. Second, the purpose of local revenue-share system has to be defined more transparently and clearly. Third, a horizontal fiscal equalization system should be gradually introduced to increase the cooperation and solidarity among the local governments. Fourth, it is essential to institutionalize a permanent fiscal cooperation organization of the central government and the local governments. Fifth, it is necessary to abolish or gradually reduce the government subsidies. Finally, the financial support of the central government should be linked with the index for each item to improve the transparency and rationality of financial support.

국문 초록 (Abstract)

새 정부 출범 이후 지방분권에 대한 논의가 활발하다. 지방자치의 강화를 위해서는 지방자치단체의 물질적 기반인 지방재정의 재원이 안정적으로 확보되어야 한다. 본고는 한국과 같이 중앙집권적 역사가 강하면서도 지방분권을 점진적으로 확대해 온 프랑스의 경험을 검토하여 한국의 지방재정강화를 위한 정책적 시사점을 도출하는 것을 목적으로 한다. 프랑스는 헌법에 기반하여 중앙정부가 지방정부로 재정을 이전하고 있으며 수직적․수평적 지방재정조정제도를 운영하고 있다. 특히 프랑스에서는 중앙정부와 지방자치단체의 상설협력기구인 지방세위원회가 제도화되어 있다. 프랑스 사례가 한국에 주는 정책적 시사점으로는 첫째, 지방교부세의 양적 확대뿐만 아니라 질적 개혁이 필요하며 포괄교부금을 도입하는 것이 시급하다. 둘째, 지방교부세의 배분목적이 좀 더 투명하고 분명하게 규정될 필요가 있다. 셋째, 특정한 지방자치단체내의 지역격차는 지자체가 스스로 해결할 수 있도록 수평적 지방재정조정제도를 점진적으로 도입하는 방안을 고려해야 한다. 넷째, 중앙정부와 지방자치단체의 상설적인 협력기구를 제도화해야 한다. 다섯째, 국고보조금을 폐지하거나 점진적으로 축소하는 것이 필요하다. 마지막으로 중앙정부의 재정지원은 항목별로 그에 맞는 지수와 연동시켜 재정지원의 투명성과 합리성을 제고해야 한다.
