재정비촉진계획과정에서 참여주체간 의사소통 네트워크의 구조적 특성 = 제주시 재정비촉진사업 해제지역을 중심으로

국문 초록 (Abstract)

이 연구의 목적은 제주시 재정비촉진계획 단계별 과정에서 나타나는 참여주체간 의사소통 네트워크의 구조적 특성을 파악하는 것이다. 왜냐하면 이러한 구조적 특성 분석으로 문제점을 도출한다면 적합한 의사소통 네트워크로 조정하여 구축할 수 있기 때문이다. 이를 통해 참여주체 간에 새로운 관계를 형성하고, 상호 간에 새로운 아이디어를 주고받으며, 지속적인 피드백을 통한 새로운 대안을 제시할 수 있을 것이다.
사회관계망 분석결과는 다음과 같다. 첫째, 사업계획 과정이 진행될수록 주민과 자영업자의 의사소통 네트워크 중심성은 낮아지고 있었다. 둘째, 사업계획과정 내내 공공기관은 모든 참여주체에게 중개자 역할을 하고 있었다. 셋째, 주민은 사업계획과정 내내 파벌에서 제외된 반면에, 다른 참여주체들은 파벌을 형성하고 있었다. 넷째, 주민과 자영업자는 주도조직 네트워크 관계를 형성하는 다른 참여주체로부터 지배를 받고 있었다.
이러한 문제점을 보완하기 위해 지구지정 계획 단계 이전부터 모든 참여주체가 합리적인 의사소통을 바탕으로 합의형성이 되도록 제도적 장치가 마련되어야 할 것이다.

다국어 초록 (Multilingual Abstract)

The objective of this study is to examine the structural characteristics of communicative network among the participants observed in each process of urban renewal acceleration planning in Jeju City. It is believed that if problems are derived from such analysis of structural characteristics, we may be able to build an adequate communicative network. Through the network, the participants establish new relationships, exchange new ideas among them, and suggest new alternatives along with continuous feedback.
The results of social network analysis are as follows. First, with the process of project planning, the centrality of the residents and selfemployed individuals in communicative network goes weak. Second, throughout the process of project planning, public institutions play the role of a mediator to all the participants. Third, while the residents are excluded from the faction throughout the process of project planning, other participants formed a faction. Fourth, the residents and selfemployed individuals are ruled by the other participants who formed a leading organizational network.
In order to compensate these defects, all the participants provide institutional strategy to reach agreement formation based on rational communication even before the process of district designation planning.
