The main purpose of this study is to investigate the current status of twelve Employment Service Centers for the Elderly(ESCE) and to find a way to increase the effectiveness and efficacy of ESCE management. Data relevant to the achievement of twelve employment service centers were collected and the managerial case of Buk-bu center was also used. Major findings are as follows. During ten months(1992. 7 -1993. 4), twelve centers have provided job opportunities for fifty-six percent of 12,000 elderlies. From January to April, 1993, the employment arrangement ratio of twelve centers is 45% and the employment ratio during the same period is 18%. The elderly employees are mainly employed in the business unit such as `manufacturing`, `wholesale, rental trade`, `community, social and personal services`. The opening-to-application ratio and the employment rate of the female and the young-old elderly is higher than those of the male and the old-old elderly. The difficulties in ESCE management are found as follows. First, the business unit offering a job is not only of small number but of small size. Second, the types of occupation employed by the elderly are too limited. Third, the vocational education for the elderly is low in quality and follow-up services for the employees is not available. Fourth, the number of employment specialists per center is lacking. Fifth, the effectiveness of ESCE is lowered because the function and role of the ESCE is too broadly described. Three parties, government, business unit and the ESCE center, will have to be cooperative in order to solve these problems and to increase the effectiveness of employment service program for the elderly.
