김정일시대 북한의 공세적 대남전략 = North Korea’s Aggressive Strategy toward South Korea in the Period of Kim Jung-il - Focusing on the Response to the R.O.K.-U.S. Alliance

국문 초록 (Abstract)

이 글은, 거시적 맥락에서는 ‘북한식 특수현상’ 속에서 전개되어온 북한 김정일시대의 대남전략을 살펴보고자 하였다. 미시적 차원에서는 김정일시대 북한의 전략적 선택에 영향을 미치는 한미동맹의 협력과 갈등에 북한이 어떤 반응을 보였으며, 한미동맹관계의 상황에 따라서 어떤 대남전략을 구사하면서 남북관계를 주도하려고 하였는지 검토하였다.
남한은 한미동맹에 의존하면서 북한 핵문제 해결과 북한에 영향력을 행사하여 변화를 이끌어내려는 외교적 노력을 시도해 왔다. 그러나 북한은 남한의 요구에 순응하지 않고 선택적으로 대응하면서 남북관계를 주도하려는 행태를 보여 왔다. 북한은 한미동맹의 변화에 주목하면서, 한미 간의 대북정책 불일치의 갈등국면에서는 동맹분리전략을 통해 한미양국을 정책수단으로 활용하여 이익을 확보하려는 행태를 보였다. 또한, 북한은 한미동맹이 대북정책 일치에 따라 대북협력이나 압박을 하는 국면에서도 상황과 방향에 따라 군사적 수단과 국제적 역학구도를 이용하여 자신의 길을 가는 것으로 나타났다.

다국어 초록 (Multilingual Abstract)

In macroscopic context, this study explores the North Korea’s strategy toward South Korea under the North Korean style of special phenomenon in the period of Kim Jung-il. And in microscopic context, this study examines how North Korea has responded to the cooperation and conflict in the R.O.K.-U.S. alliance which influences North Korea’s strategic choices in the period of Kim Jung-il, and also surveyed what kind of strategy North Korea has implemented toward South Korea in order to take the initiative in South-North relations depending upon the varying situations in the R.O.K.-U.S. alliance.
While depending upon the alliance with the United States, South Korea is attempting a diplomatic efforts such as resolving North Korean nuclear problem and inducing changes in North Korea. However, North Korea refuses to accept South Korea’s request but selectively responds to it in order to take the initiative in South-North relations. North Korea has kept paying attention to the changes in the R.O.K.-U.S. alliance, and when two countries entered upon the conflicting phase due to the different views on policy toward North Korea, the North has tried to secure maximum benefits with the strategy of separation of two countries while making full use of two countries. And, when the R.O.K. and U.S. were closely cooperating with each other toward North Korean problem or were pressuring North Korea in the phase of U.S.-South Korean agreement with the policy toward North, North Korea still has shown to act in its own way by resorting to military means or international power relations depending on the then situations, directions.
