비살상무기의 민간경비산업 활용방안 = Utilization Method of Private Security Industry for Non-Destruction Weapon

The nation should secure the safety against the terrors and crimes of various kinds minimizing the infringement of human rights in order to get the confidence on private security industry for nation.
This study approached from the aspect of security equipment as the means for solving effectively the two things; respect of human rights for the nation and maintenance of public order. This study investigated the method of utilizing the non-destruction weapon against persons which can be utilized for the private security in private security industry among the non-destruction weapons of which the worldwide R & D is actively conducted.
In detail, among the non-destructive weapons, this study introduced the major technical specification and character of Silent Guardian(active rejection, protective system), Long Range Acoustic(long range acoustic equipment), Taser Gun X26(electronic stun gun of handgun type), all of which are non-destruction weapon against persons as the equipments which can be utilized in private security industry.
It is considered that the pertinent devices can be utilized usefully when the private guard controls with a warning announcement the demonstrating organizations and their persons illegal and violent around a specified region, and oppresses the assailant safely and immediately while conducting the duty of personal protection or facilities guard, or when the private guard intends to incapacitate the demonstrator illegal and violent.
In addition, in order to minimize the side effect when the private security industry introduces the equipments like these, the training & education on the persons holding these equipments for portable use should be strengthened for their full understanding on the pertinent equipments and the allowed scope of these weapons along with the revision of relevant laws and regulations.

국문 초록 (Abstract)

민주주의 발달에 따른 국민의 인권이 존중되면서 민간경비 산업이 대국민 신뢰를 얻기 위해서는 국민의 인권침해를 최소하면서 각종 테러 및 범죄로부터 국민은 안전을 확보해야한다. 본 연구에서는 국민의 인권존중과 치안유지라는 두 가지를 효과적으로 해결하기 위한 수단으로 경호장비 측면에서 접근하였다. 본 연구에서는 전 세계적으로 연구개발이 활발히 이루어지고 있는 비살상무기 중에서 민간경비에 활용될수 있는 대인용 비살상무기의 민간경비 산업의 활용방안에 대해 살펴 보았다. 세부적으로 비살상무기 중에서 민간경비 산업에 활용될 수 있는 장비로 대인용 비살상무기인 Silent Guardian(능동형 거부·보호시스템), Long Range Acoustic(장거리 음향장치), Taser Gun X26(권총형 전자충격기)의 주요 제원 및 특징을 소개하였다. 해당 장비는 민간경비원이 특정지역 주변의 불법 과격 시위단체 및 인원에 대한 경고방송 및 인원 통제 시, 신변보호 및 시설경비 업무 임무수행 중에 위해 기도자를 안전하게 즉각 제압하거나 불법 과격행위자 무력화시에 유용하게 활용될 수 있을 것으로 판단된다. 또한 이러한 장비의 민간경비 산업이 도입에 있어서 부작용을 최소화하기 위해서 관련 법령의 개정과 더불어 해당 장비의 휴대 인원에 대한 장비 숙지 및 무기의 사용범위에 대한교육훈련의 강화가 병행되어야 할 것이다.
