한국 장관의 퇴임사유 분석, 1948-2013

국문 초록 (Abstract)

장관의 퇴임사유는 다양하다. 한국 역대 장관의 평균 재임기간이 14개월에 그칠 정도로 짧지만, 장관의 퇴임사유에 대한 체계적인 연구는 부족하다. 이 논문은 1948년부터 2013년까지 재임한 장관 953명의 퇴임사유를 실증 분석한다. 장관의 퇴임사유에 영향을 미칠 수 있는 요인으로 크게 장관의 개인적인 특성과 정치적인 특성, 그리고 장관을 임명한 대통령과 관련된 특성 등 세 가지 특성을 검증한다. 분석 결과 첫째, 장관의 개인적인 특성인 연령, 성별, 다른 부처에서의 근무 경험에 따라 장관의 퇴임사유에 차이가 나타났다. 둘째, 장관의 정치적인 특성인 국회의원 경험, 대통령 참모 경험, 장관 역임 경험 여부에 따라 장관의 퇴임사유에 차이가 있었다. 셋째, 대통령의 특성인 대통령의 초·재임 여부, 대통령 임기 중 장관 임명시기, 대통령의 이념, 대선 득표율과 여당의 국회 의석비율에 따라 장관의 퇴임사유에 차이를 보였다. 이와 함께 이러한 결과가 대통령의 국정 운영과 장관의 직무 수행에 주는 함의와 시사점을 논의한다.

다국어 초록 (Multilingual Abstract)

Ministers resign for a variety of reasons. This article empirically analyses ministerial resignations in South Korea from 1948 to 2013. Three sets of factors are hypothesized in relation to ministerial resignations. These are personal characteristics of the minister, political characteristics of the minister, and characteristics of the appointing president. The results of the analysis reveal all three sets of factors to contribute to ministerial resignations, suggesting that a significant number of variables create cabinet instability and feed into relatively short ministerial tenure in South Korea. Implications of the findings for theories of the relationship between ministers and presidents are also discussed.
