동물복지(Animal welfare) 증진을 위한 맞춤형 정책수단(Policy instruments) 개발에 관한 연구 : 농장동물 복지정책을 중심으로

The purpose of this study is to develop the tailor-made policy instruments for the promotion of farm animal welfare in Korea, by undertaking the empirical research on the contemporary situation and underlying problems of animal welfare and its policy instruments in Korea and the benchmarking from the animal welfare policy in Western advanced country. The main research methods include document research, in-depth interview, and case study. Up to till, this study finished debating theoretical perspectives on animal welfare policy in terms of concept, institutions, and developing history. Theories on policy instruments are also examined. The following are also examined: the general situations and underlying problems of animal welfare policy and its policy instruments in Korea, the basic theories on British animal welfare policy, and the analytical framework to explore animal welfare policy. The remained works can be done within the allowed period of time.

국문 초록 (Abstract)

본 연구의 목적은 정책수단(policy instruments)의 관점에서 우리나라 동물복지정책의 실태와 문제점 및 주요 이해관계자들의 동물복지 정책수단에 대한 인식을 분석하고, 아울러 동물복지 선진국의 동물복지 정책수단을 벤치마킹(benchmarking)의 차원에서 사례 분석하며, 이러한 실증분석들을 토대로 동물복지 증진을 위한 동물복지 단계별 맞춤형 정책수단을 개발하고자 하는 것이다. 연구방법은 문헌조사, 면접조사, 사례연구를 포함한다. 이러한 연구목적을 달성하기 위하여 현재 동물복지정책 및 정책수단과 관련한 이론적 논의를 완료하였으며, 관련자들을 대상으로 심층적인 면접조사도 수행하였다. 외국의 사례에 대한 기초조사도 수행하였다. 향후 실증조사 부분을 집필하고, 면접조사를 보충할 예정이며, 선진국의 동물복지 정책수단과 관련한 사례도 영국을 대상으로 구체적으로 작성할 예정이다. 제반 일정을 고려할 때 정해진 기간 내에 충분히 연구결과를 산출하여 연구재단 등재지급 이상의 학술지에 게재가 가능할 것으로 판단하고 있다.
