This thesis aims at confirming the state of dysfunctional effect and its seriousness revealed in the process of the performance measurement in a figurative manner. The performance measurement system as a means to evaluate the output of a task and to project and reinforce the capacity of an individual and organization has enlarged its application in the public sector's organization management. However, the concern about a fundamental restriction and limitation of the performance measurement is increasing. So this thesis focuses on the distortions and gaming phenomenon.
In the process of the performance measurement, an individual or an organization takes an action of a strategic gaming in order to maximize their profit or to minimize their loss and it simply distorts a result of evaluation as well as the system of performance measurement itself in the long term. Especially, since it is very essential to clearly understand the patterns and the state of the distortion for establishing a policy of response logic since it performs a circular gaming which continues a distortion of using the strength of an opponent. Therefore, this thesis analyzes the distortions and gaming in the process of performance measurement for central administration organizations. On the basis of the Act on Public Service Evaluation of 2007, it conducted a research of perception regarding an individual distortion phenomenon for public officials who belong to 39 central administration organizations and analyzed through HLR (Hierarchical Linear Regression) how this perception is differentiated according to the characteristics of individual or task and organizations.
First of all, the result of perception in distortion shows that the phenomenon actually exists in the process of government performance measurement as the distribution and relative responses are compared despite the limitation of a survey of self entry. It seriously reveals that a person focuses only on the tasks that can be evaluated or takes advantages of short term performance and chooses an index that is easy to measure. The result of analysis for different perception regarding the distortion also confirms that the distortion happens more often in the group of lower position, longer work experience and lower performance measurement. And relatively it occurs more in the performance and policy centered department than a general and administration department. Next, this study clarifies the four steps on how distortion phenomena precedes a performance appraisal such as target selection, task performance, profiling and evaluation and analysis as well as how this distortion affects stage by stage according to variables such as individuals, tasks, and characteristics of organizations.
The result demonstrates that the effect of task and characteristics of organizations is statistically meaningful to the factors of distortions while the individual variation is not significant. However, an individual profession or experience relatively affects more on the distortion when the control from outside is limited. To be more specific, the lower position an individual is in, the more meaningful the perception of distortion phenomenon and the rank of performance measurement, period of working and the working year in a current position have no statistic effect on the dysfunctional effect. The task variable only comes into affects when the same task is annually repeated and evaluation period is consistent. Besides, when a person feels burdensome for being involved in too many tasks or the target of the task is not clarified or it is difficult to objectify, the perception regarding the behavior of distortion increases. As for the organization variable, the respondents recognize that the distortion phenomenon is happening a lot more in the organizations that are in charge of establishing policies and supporting or in the organizations that are competitive inside.
