인도⋅태평양 지역 소다자 안보협력 －과거, 현재, 미래－ = Minilateral Security Cooperation in the Indo⋅Pacific －Past, Present and Future－

다국어 초록 (Multilingual Abstract)

In the Indo⋅Pacific region, a security network webbing a number of bilateral and minilateral security cooperation agreements has been emerging. As minilateral security cooperation tends to develop more easily from existing alliance, partnership and defense cooperation agreements, the US has been leading minilateral security cooperation in the region. This article notes that China (mis)perceives US-led minilateral security cooperation as an attempt by the US to encircle it. In order to assuage such a concern on China’s part, minilateral security cooperation that includes China should also be developed.
That is, one of the most urgent tasks to accomplish with respect to facilitating minilateral security cooperation in the region is to induce China to take part in such minilateral security cooperation. Especially, a middle power such as South Korea should contribute to launching various types of minilateral security cooperation that are not subject to Sino-US geo-strategic competition.

국문 초록 (Abstract)

인도⋅태평양 지역에서 다수의 양자와 소다자 안보협력이 중첩되는 그물망 네트워크가 형성되고 있다. 소다자 안보협력이 일반적으로 기존의 동맹, 파트너쉽, ‘국방협력 협정’에 기반을 두고 생겨나는 경향이 크기 때문에 인도⋅태평양 지역에서 미국이 소다자 안보협력을 주도하고 있다. 본 논문은 미국이 주도하는 소다자 안보협력을 중국이 자국을 봉쇄하기 위한 도구로 인식하여 미⋅중 지정학적 경쟁이 악화하는 것을 방지하기 위해, 중국이 포함되는 소다자 안보협력도 병행되어 추진⋅발전되어야 한다고 주장한다. 즉, 역내 소다자 협력의 최대 현안은 중국을 소다자 안보협력의 장으로 끌어내는 것이다. 특히 한국과 같은 역내 중견국가가 미⋅중 경쟁에 함몰되지 않는 다양한 소다자 안보협력을 적극적으로 추동해야 한다.
