Social scientists have given little attention to the study of conflict between local, geographically based communities of the modern world. Is this because there is little conflict of this kind? Or is this a subject which has been unduly neglected by social scientists? In an exploration of these questions, evidence is presented that severe conflicts sometimes do occur between local communities. Systematic analysis of rivalries over county seat location in the Midwestern region of the United States is given special attention for identifying conditions for the emergence of severe conflict between towns.
