The general purpose of taxation systems lies in the financing of the government concerned. Just as the central government of a country is financed by the national taxes, so is the local governments by the local taxes. Governments design their taxation systems so as to meet their financial demands and thus, the total amount of taxes are decided so as to meet the financial demand of the government concerned. Therefore, a government needs to find the answer for how it will minimize the taxation burdens for its people while meeting its financial demand: detailed issues range from equality in tax imposition to the kinds, the amounts and the structure of taxes. In other words, the primary question of taxation systems lies in how a government introduces fair taxation systems for its people.
The main purpose of this paper is to draw out a desirable policy plan for possession taxation system of Korea by suggesting the rational tools to set up a new structure for its improvement. This paper also focuses upon the principles and structure of possession taxation system, including its history coming down since the establishment of Korean government and similar cases of other countries. In addition, it gives a close look at the problems of the possession taxation system resulting from the current related laws.
Korea has recently witnessed recurrent skyrocketing prices of the real estate market and speculation on it, and found out that these had eventually resulted in a vicious cycle of the real estate market in Korea. Therefore, in order to stabilize the real estate market, the central government has completed the framework of the real estate-related reform policies: redemption of the profits from private reconstruction, public disclosure of housing costs, registration of house transactions, and actual-price registration for real estate transactions and so on. However, it is widely agreed upon that the government has failed to hear different opinions from diverse experts and people. Furthermore, these taxation systems are designed to be very selective based on the governments' own standards. Thus, under these systems, the taxes are allocated to specific groups of people who posses specific kinds of real estate, lacking vertical and horizontal equality.
At present, research and policy suggestions abound to revise the current real estate policies, but it is unfortunate that they have been not fully reflected in the policy-making process.
Thus, this paper suggests following recommendations to overcome the problems mentioned above; guarantee of the taxation equality through the expansion of tax imposition, prevention of the reduction of original value, redistribution between the central and local taxes for the stable finance of local government, lastly, curtailment or simplification of various kinds of tax reduction and exemption.
Particularly, this paper is based on the recognition that the real estate taxation systems of a country should have macro policy goals, rather than put stress on sporadic and short-term measures such as revisions to possession and transaction-related taxation systems. Thus, the government should find out reasonable reform measures for the real estate taxation systems after through and comprehensive research and study on its issues. This paper suggests reasonable and realistic reform methods for the taxation systems of the local governments of Korea.
