능동적 행정인의 도덕적 덕목 : 주역의 세계관과 9덕괘의 해석을 중심으로 = Moralistic virtue-item of the proactive administrator : focused on a view on the world of 'the book of change' and interpretation of the 'nine-virtue-trigram'

다국어 초록 (Multilingual Abstract)

The aim of this study is to raise some significant questions concerning public administration issues and try to discuss them from the conceptual viewpoint. One of the major themes in this study is that public administration must be approached to bring the different ways of studying administration to more adequate theoretical understanding of complex administrative phenomena. Proactive administrator may achieve more reasoned judgment about proactive change. Therefore, we attempt to discuss the characteristics of the 'proactive administrator.' It is conclusion that proactive change in bureaucracy is possible only with such proactive administrator.
Based on a view on the world of ‘virtue character(德性)’ in 'union between nature and man(天人合一)’ of 『the Book of Changes(周易)』, this study research basic principles of 'the Book of Change(周易)', such as 'worry consciousness(憂患意識)’, ‘yum-yang union(陰陽合一)', 'time-position(時位)’, and 'equilibrium -righteousness(中正)’. In particular, we apply the 'promotion of virtue-pursuit of knowledge(進德修業)’ to proactive administrator, focusing on analyzing the 'nine-virtue-trigram(九德卦).'

국문 초록 (Abstract)

본 연구의 목적은 행정문제와 관련된 몇 가지 중요한 의문을 제기하고, 그것들을 개념적 관점으로부터 담론을 시도하려는데 있다. 중요한 연구 주제중의 하나는 행정이 복잡한 행정현상을 보다 더 잘 이해하기 위해서는, 행정연구에 다른 방법들을 취해서 이론적으로 더 적당한 것으로 접근하여야 한다. 능동적 행정인은 변화에 관하여 더 합리적 판단을 할 수 있다. 그러므로 우리는 ‘능동적 행정인’의 특성들을 논의하려고 시도 하였다. 왜냐하면 관료제의 능동적 변화는 능동적 행정인으로서만이 가능하기 때문이다. 『주역』의 ‘천인합덕’의 세계관을 통하여 ‘우환의식’, ‘음양합일’, ‘시위’, 그리고 ‘중정’등과 같은 기본원리를 도출하였다. 그리고 ‘진덕수업’의 방법은 ‘9덕괘’의 개념을 검토하여 제시하였다.
