지역사회 네트워크를 활용한 청소년 성장지원 정책 추진체계 구축 방안 연구Ⅲ

국문 초록 (Abstract)

본 연구는 지역사회 청소년 성장지원 네트워크를 활용하여 지역 중심 청소년 성장지원 정책 추진체계구축을 위한 정책방안을 마련하는데 목적이 있다. 3개년사업으로 수행되는 과제의 3차년도 사업으로 올해 연구에서는 시범사업의 운영 성과를 종합적으로 분석하여, 이를 토대로 청소년 성장지원 네트워크의 확산방안과 지역 중심 청소년 성장지원 거버넌스 구축방안을 제시하고자 하였다. 시범사업(부천여성청소년재단, 곡성군청소년상담복지센터, 유성구청소년수련관) 분석 결과, 네트워크 참여자들은 본 시범사업을 통해 구축된 청소년 성장지원 네트워크가 협력적 거버넌스의 관점에서 긍정적인 성과를 가져왔다고 평가하였다. 또한 본 네트워크 사업 종료 후에도 계속해서 현재의 네트워크에 참여의향이 있다는 응답이 90.4%로 매우 높게 나타나, 지역별 네트워크의 계속적인 성장과 발전의 가능성을 보여주었다. 지역별로 차이는 있으나 네트워크의 실행력을 높이기 위한 지자체의 책무와 네트워크운영에 대한 지원요구가 전반적으로 높게 나타난 것은 네트워크 운영의 안정성과 실효성을 확보하기 위해 행정기관의 역할 및 제도적 체계의 구축이 필요하다는 것을 보여준다. 이에 본 연구에서는 청소년 성장지원 네트워크 활성화를 위한 정책추진전략을 1) 마을에서 국가에 이르는 청소년 성장지원 생태계 구축, 2) 지역 내 청소년 의제 주류화를 통한 성장지원 효과성 확보, 3) 지역 모델의 발굴과 확산지원을 통한 점진적 제도화로 제안하고 이를 실현하기 위한 정책과제 및 정책추진로드맵을 제시하였다.

다국어 초록 (Multilingual Abstract)

This study aimed to formulate a policy support system for youth growth by utilizing local community networks. This year’s study, which was the last of a three-year study, focused specifically on conducting a comprehensive impact analysis on the outcomes of the pilot projects and proposing ways in which youth growth support networks can be extended across the country and locally-based youth growth support governance can be established. The analysis of the pilot projects, which were implemented in Bucheon, Gokseong, and Yuseong, indicated that, over three years, the youth growth network had a positive impact on establishing collaborative governance in these communities. Further, 90.4% of the network participants responded positively in terms of willingness to participate in the network even after the pilot project ended, indicating the sustainability and potential for these local networks to grow. Despite some differences among the three regions, the results also showed a high demand for accountability from the local government and support for operating local networks to ensure the effectiveness of the network activities. This suggests the need to establish the role of administrative institutions and policy measures to guarantee the sustainability and effectiveness of these networks. In conclusion, the study proposed policy strategies to activate networks for youth support and a roadmap to implement the policy in terms of 1) establishing an ecological system for youth support from the local to the state level, 2) ensuring the effectiveness of youth support by mainstreaming youth agendas within communities, and 3) pursuing a gradual institutionalization by supporting the activation and expansion of local models.
