청년 취업자의 저임금근로 진입과 탈출에 관한 연구: 노동이동의 효과를 중심으로 = An Analysis of the Dynamics of Youths` Low-wage Work

The study empirically analyses the factors affecting the conditions of youths` low-wage work, as well as the determinants of entry into and exit from such states, using the 1st~3rd waves of the Youth Panel data. Analysis results show that the proportion of youth in low-wage work has gradually decreased from 22.6% in the year 2007 to 10.0% in the year 2009. However, we also show that up to 25% of youth experience low-wage work at least once during the sample period. In particular, up to roughly 5% of young wage earners were unable to exit the working-poor state for three consecutive years, indicating that more attention should be paid to assistance for these groups. Our empirical results suggest that the prevalence of temporary and day work, due to the weak hiring of youth, is the core factor behind the higher incidence of working-poor status. Therefore, we propose policies aimed at relieving the gaps in terms of working condition between workplace scales and the work status of workers. In addition, we consider the introduction of contingency policies that aid the exit of youth from low-wage work through vitalizing both social safety nets and employment services. These should be accompanied by policies that promote the expansion of good-quality jobs for the youth.
