포용국가의 거버넌스와 공공리더십

국문 초록 (Abstract)

제1장 서론
□ 연구배경과 필요성
○ 권위주의체제에서 민주주의로 이행하면서 등장한 ‘87년 체제’가 승자독식 다수제, 과잉 중앙집권제, 엘리트 지배 대의민주제라는 결함을 야기하면서, 한국정치의 난맥상과 민주주의 위기를 초래하고 있음
○ 다수 대중이 불안정 고용, 실업, 저임금, 빈곤, 취약한 사회보장, 높은 스트레스, 결혼 기피, 저출산, 높은 불행감, 높은 자살률 등으로 고통당하고 있는 한국의 비극(Korea Tragedy) 현상이 구조화되고 있음
○ 대표의 위기에 빠져 있는 한국 민주주의와 구조화되고 있는 한국의 비극 문제를 해결하기위해 ‘혁신적 포용국가’ 로 나아가는 것이 필요하며, 특히 소용돌이 집중제로 나타나는 배제적 정치제도를 포용적인 민주제도로 바꾸는 ‘포용국가 거버넌스’를 구축해야 함
○ 포용국가 거버넌스와 공공리더십에 대한 연구는 최근에 활발해지고 있으나, 선행연구들에서 다소 아쉬운 부분으로 지적되고 있는 것은 포용적 민주주의를 실현하기 위한 정치혁신 방안이 정합적으로 제시되지 못하고 있고, 포용국가 거버넌스에 필요한 공공리더십을 다루고 있지않음
○ 문재인 정부의 국정비전인 혁신적 포용국가의 정치혁신 전략은 한국정치의 난맥상과 대의민주주의 위기를 극복하는 방안으로 제시되고 있는 포용국가 거버넌스로 집약되어 제시될 필요가 있으며, 이를 위해 사례조사와 실증 분석 등 심층 연구를 통해 포용국가 거버넌스 제도설계에 대한 구체적인 방안 및 혁신적 포용국가를 위한 변증법적 리더십에 대한 사회적 논의를 활성화시키기 위한 심층 연구가 필요함

○ 포용국가 거버넌스의 핵심 원리를 이해하고 제도 설계의 시사점을 포착하기 위해, 포용국가 거버넌스 사례를 연구함
○ 포용국가 거버넌스 구축을 위한 제도 개선방안을 도출함
○ 포용국가 거버넌스 제도 구축과 운영에서 요구되는 공공리더십 연구를 수행

다국어 초록 (Multilingual Abstract)

The Regime of 1987 that emerged from the transition from an authoritarian
to a democratic regime in South Korea entailed defects such as winner-take-all
politics, excess centralization and elitism, which, in turn, has led to the public
dissatisfaction with Korean politics and democracy. Under this circumstance, a
large number of the public have suffered from the so-called Korea Tragedy,
including precarious low-income wage-earners, elderly poverty, and low quality
of life. In order to solve these problems, it is necessary to shift to an ‘innovative
inclusive state’, in which establishing an ‘inclusive governance’ is vital to
transform economic and social exclusions.
Recently, research on inclusive governance and public leadership has been
active. In previous studies, however, how to realize inclusive democracy has not
been presented in a consistent manner and the role of public leadership
necessary for bringing inclusive governance has not been fully addressed.
Inclusive governance should be seen as a key to fulfill Moon Jae-in
government’s national vision, innovative inclusive state, and to overcome the
crisis of Korean politics and democracy. To this end, in-depth research
including case studies and empirical analysis is necessary to support public
discussions on the design of governance system and leadership for innovative
inclusive state-building
