국문 초록 (Abstract)

일반적으로 특수교사교육 연구의 핵심은 “무엇을 가르칠 것인가(교육과정)”와 “어떻게 가르칠 것인가(교수-학습방법)”으로 생각해 왔다. 매우 중요한 핵심영역이다. 그러나 돌아보면 그 효과를 어디서 찾을 수 있는가? 따라서 특수교육의 철학적 측면을 생각해보아야 할 것이다. “특수교육이란 무엇인가?”, “나는 장애학생을 어떻게 바라보고 있는가?”, “내가 생각하는 그들의 행복과 그들이 생각하는 행복은 어느 정도나 일치 하는가?”, “그들은 던져진 존재인가, 아니면 누군가의 기대에 의하여 우리에게 보내진 존재인가?” 등에 관한 성찰과 그에 터한 연구가 선행되어져야 할 것이다.
따라서 특수교사교육에 관한 연구는 교사로 하여금 ‘무엇이 될 것인가(Becoming)’의 너머에 ‘무엇을 할 것인가(Doing)’가 있고, 그 너머에 ’어떻게 존재할 것인가(Being)’를 알게 하는 철학적 기저를 가진 연구로 이어져야 할 것이다.

다국어 초록 (Multilingual Abstract)

The purpose of this article was to identify research trend and explore the future problems related to 1)fostering high quality special teachers and 2)retraining in-service teachers for realizing ‘Education for All’ in Korea
For this, the author first gave an overview of the history of fostering special teachers in Korea, and then inspected the rules related to the institutions that foster special teachers.
The author also gave an overview of 24 articles on fostering special teachers in Korea, and discussed articles on job regulations for newly hired special teachers.
Thorough considering the research articles above mentioned, the author discussed professional standard and qualification management.
