유아교육ㆍ보육체제 일원화 방안 탐색 = A Study on the One-integrated System of Early Childhood Education and Day Care in Korean

다국어 초록 (Multilingual Abstract)

This study is focused on the early childhood education and care system in Korea. I hereby analyzed the related law, materials, theses authorized by the academic society, technical books, some pieces of information reported by the press, as well as internet-based data. Other than these, I had interview with supervisors, kindergarten teacher, day care center teacher about dual system of the early childhood education and care system. The correspondent results are as follows:First, as for the unity of curriculum, it is to improve the relations between education and nursery, so that children experience the same program, no matter what school they go to. Second, about the unity of the qualification for kindergarten teachers and child-carer, we can find the solution by respecting both sides. At the same time, the government and the teacher training institutes need to collaborate so as to reflect the qualification of teachers for high-quality education. Third., it has many problems in relation to the matter of the ministry of the Education, Science and Technology and the Health, Welfare and Family affairs, financial things, social welfare service matters. Forth, the reason for hindering advancement on the early childhood education were discussions on the dual system classifies by age, on the quality of education for over 3-year-old children.
It also suggests that the government should approach this issue with a great care, regardless of the employment of the parent or the age of the child. Above all, the controversial issues and policies should focus on children-based education that guarantees the best benefits to children.

국문 초록 (Abstract)

우리나라의 경우 미래 인적자원의 육성과 여성 경제활동의 중요성이 더욱 강조되고 있지만 유아 교육체제와 보육체제의 이원화로 인해 유아교육계와 보육계간의 갈등으로 동일 연령 아동들에게 유아교육법과 영유아교육법 체제를 각기 달리 적용함으로써 정책의 비일괄성과 비형평성이 야기되고 있으며, 종사자와 전문가, 정책 입안자들 간에 소모적인 갈등이 지속되고 있다. 본 연구에서는 우리나라의 유아교육과 보육의 역사, 법적ㆍ제도적 차이점과 유사점을 분석하여 향후 유아교육ㆍ보육체제의 일원화 가능성과 방안을 제시하고자하였다.
