일본의 보육시설 제3자평가사업에 대한 연구

국문 초록 (Abstract)

본 연구는 일본의 보육시설 제3자평가사업에 관한 분석연구이다. 최근 우리나라는 보육시설의 질적 향상과 효과적인 공적 지원을 위하여 평가사업을 매우 의욕적으로 실행하고 있다. 한편 일본은 사회복지시설 및 보육시설의 이용자우선의 원칙이라는 보육개혁의 큰 흐름 속에서 복지시설 및 보육시설에 대하여 제3자평가사업을 실행하고 있다. 일본은 보육제도에서 이원적인 행정관리체계를 유지하고 있다는 점과, 최근 저출산으로 인한 다양한 사회적 양육지원을 고민하고 있다는 점에서 한국과 많은 공통점을 가진 나라이다. 그러나 보육의 발전과정과 문화적･사회적 배경이 다름으로 인하여 보육시설의 평가에 있어서도 다른 점이 많이 있다. 본 연구는 일본의 보육개혁의 큰 시험대라 할 수 있는 보육시설의 제3자평가사업에 대한 도입 배경과 평가방식 및 내용, 그리고 운영상의 문제점과 과제 등을 분석함으로써, 일본의 보육평가제도에 대한 이해를 높이고 나아가 한국의 보육시설 평가인증제도의 발전에 시사점을 찾고자 한다.

This study aims at analyzing the third party evaluation of Japan, and at examining the differentia between Korea's evaluation certification system and Japan's. And the execution of evaluation of nurture facilities of Korea and Japan may be the opportunity to be able to take out the participation of social interest for the nurture services which have attached importance to only quantitative expantion in the meantime. The conclusion of this study is as follows: the difference of background of evaluation system between Korea and Japan made different results. In the case of Korea, the instruction of evaluation certification system is because of the necessity of qualitative improvement of nurture service. Japan had the same purpose, but the background was different. Listently Japan has putted in force the nursery facilities reforms, and the direction is the privatization and deregulation. But the reforms aroused the public opinion against the direction. In the result, the evaluation system could not the impelling force and much participation. In the Future for the more successful settlement of the system, diverse efforts will have to be made in Japan, and in Korea, too.
