[Purpose]This study examines Korea’s tax expenditure systems for balanced regional development, including tax incentives for corporate relocation, agriculture and fisheries, special zones, and population-declining regions, and proposes policy improvement measures based on an analysis of their structure and effectiveness.
[Methodology]This study employed literature review and institutional analysis to compare tax expenditure systems for balanced regional development in Korea, the United States, the United Kingdom, and Japan.
[Findings]Korea’s current tax expenditure system is largely focused on corporate relocation from the Seoul metropolitan area and shows limitations in fostering regional industrial ecosystems and long-term growth. In particular, the effective utilization level of relocation-related tax incentives was estimated at approximately 10 percent on an annualized basis. To address these limitations, this study proposes strengthening regional industrial ecosystems, promoting the utilization of vacant housing, and enhancing private investment incentives in regional development zones.
[Implications]Tax expenditures for balanced regional development should move beyond relocation incentives and be redesigned to strengthen both regional industrial ecosystems and demographic foundations.
