여성의 기술적 대표성과 정책선호의 성차:한국과 대만의 국회의원 비교분석 = Comparative Analysis on the Gender Gap in Policy Preferences between South Korea and Taiwan Representatives

Many research literature analyzed that women representatives have more liberal policy preferences and concluded that the increase of women representatives will produce more liberal policies. This paper analyzes how gender gap exists in and gender affects policy preferences between male and female representatives in South Korea and Taiwan where women comprise 19% and 42% of the seats. First, I find that while women representatives both in South Korea and Taiwan have more liberal policy preferences, there are gender gaps in several policies in Korea but there are no gender gaps except one policy in Taiwan. Second, as a result of ordered logistic regression by country, while the gender variable in Korea has a statistically significant effect on 5 out of 9 policies, there was no statistical influence of gender on any policies in Taiwan. The results of this study show that the increase of women’s descriptive representation can lead to the improvement of substantive representation by reducing the gender gap between men and women legislators.

국문 초록 (Abstract)

이 연구는 여성의원 비율 19%인 한국과 42%인 대만을 대상으로 두 국가 의원들의 정책선호에 있어 성차가 어떤 방식으로 존재하는지, 성별이 정책선호에어떻게 영향을 미치고 있는지에 대한 경험적 분석이다. 젠더정책을 포함한 9개의 정책에 대한 선호를 분석한 결과, 한국과 대만 모두에서 여성의원이 남성의원보다 전반적으로 진보적인 정책선호를 갖는 것으로 나타났으나 한국에서는성차가 통계적으로 유의미한 반면, 대만에서는 유의미하지 않았다. 국가별 회귀분석에서도 한국에서는 성별이 9개 정책 중 5개 정책에서 통계적 유의미성이존재하고, 여성이 남성보다 진보적인 정책선호를 갖는 반면, 대만에서는 성별의통계적 영향력이 존재하지 않았다. 이는 여성의 기술적 대표성 증가가 정책선호에 대한 남녀의원 간 성차를 줄여 실질적 대표성 향상으로 이어질 수 있다는가능성을 보여준다.
