경찰교육원의 교육과 재교육기능에 대한 연구 = A Study on the education and re-education System of Korean Police Training Institute

This research was undertaken from an objective to deeply analyze about Police Training Institute’s education system and re-education system those has merely been undertaken and furthermore to establish basis research data for further researches. Police Training Institute (PTI) provides re-education opportunity for constables below rank of chief superintendent. And at the same time giving them opportunity to develop leadership and other abilities. PTI also put effort into such thing as re-education system and developing Police Science. Furthermore, this PTI provides normal courses, re-education courses, and research for police officers to develop problem solving abilities via various teaching methods.
As a mecca for Police cadets’education and re-education for police officers in service, PTI is training them who excel in both theories and executive abilities through deep-education, and experts through re-education in 14 majors such as General Services Division, the educational affairs department, the student affairs section, Police affairs department, Safety department, Investigation department, Security department, Traffic department, Information department, Security department, Athletics department, Police dog training town, EQ developing center.
Police training institute is carrying out two big tasks. One is to educate Police cadets and the other is a basic education for constables and give officer in duty a necessary abilities to perform better at the actual work place. PTI recently established International Police Education Center to work together with foreign police enforcements, this move is evaluated as a desirable act to adapt to global police enforcement era. This research analyzes current status of education and re-education function of PTI and further studying for improvements.

국문 초록 (Abstract)

본 연구는 그동안 거의 연구된 적이 없는 경찰교육원의 교육과 재교육기능에 대해 심층 분석하고 향후 이 분야의 후속연구를 위한 기초연구자료를 구축해 주기 위한 목적으로 시도되었다. 이 경찰교육원은 경정이하 순경에게 재교육(직무교육)의 기회를 제공하고, 동시에 그들에게 리더십 향상을 위한 역량개발의 기회도 다양하게 제공해 주고 있다. 경찰교육원은 또한 재교육과 경찰학 연구기법 개발 등에서 학제간 연구에도 심혈을 기울이고 있다. 나아가서 이 경찰교육원은 현직 경찰관들을 대상으로 다양한 티칭기법을 통해 문제지향적 해결능력을 길러주는 교육과 재교육 및 연구기능까지도 수행해 나가고 있다.
우리나라 경찰간부후보생 교육과 현직경찰 재교육의 메카로서 경찰교육원은 운영지원과, 교무과, 학생과, 경무학과, 생활안전학과, 수사학과, 경비학과, 교통학과, 정보학과, 보안학과, 체육학과, 경찰견 종합훈련타운, 감성개발센터 등 모두 14개 전공분야에서 심화교육을 통해 이론과 실무를 겸비한 경찰간부후보생과 재교육을 통한 경찰전문가들을 길러내고 있다. 정리해보면 경찰교육원은 명실공히 2가지의 핵심기능을 수행하고 있는데, 하나는 경찰간부후보생의 교육훈련이고 다른 하나는 경정이하 순경까지에 대한 기본교육 및 일선 경찰관들이 치안현장에서 직접 필요로 하는 폭넓은 직무 관련 재교육(직무교육 혹은 전문교육)을 담당하는 전문교육기관으로서 기능을 수행하고 있다. 경찰교육원은 최근 국제경찰교육센터도 설치하여 외국의 경찰기관들과도 밀접한 교류협력을 진행해 나가고 있는데, 이러한 경찰정책은 글로벌 경찰화 시대에 적극 부응하는 매우 바람직한 성과로 평가된다. 본 연구에서는 경찰교육원의 교육과 재교육기능의 실태를 분석하고 개선방안들을 고찰하였다.
