민주화 이행기 스페인의 정치균열과 갈등구조의 변화 = The Changing Political Cleavage and Conflict Structure in Spanish Democratic Transition

다국어 초록 (Multilingual Abstract)

This paper aims to examine social cleavages that defined Spain’s transition period into democracy, the formation process of the party system and the factors that enabled it. Through the transition period, Spain, which was ruled by an authoritarian regime until the mid-1970s, was able to see consensus between its political actors, leading to the creation of a competitive party system. Factors such as economic development and social modernization, are not enough to fully explain the Spanish transition through negotiation and the subsequent creation of a stable party system. Therefore, this paper attempted to analyze why despite Spain’s complex social cleavages and easy entry into political stages, there were no fragmentations in the party system and how that connects to the creation of a stable party system. This paper argues that 1) change in Spain’s social organization after the 1960s, 2) the politics of recognition by political elites as conflict conciliator and 3) democratization factors being prioritized over other social cleavages leading to moderate competition between political elites, were the factors that contributed to an establishment of a stable democracy and party system in Spain.

국문 초록 (Abstract)

이 글은 스페인에서 민주화로의 체제전환기를 특징짓는 사회균열의 양상과 정당체계의 형성과정을 살펴보고 그 요인을 분석하는 데 목적이 있다. 1970년대 중반까지 억압적 권위주의 정권이 지배하고 있던 스페인에서 체제변혁기 동안 갈등적 이해구조는 합의를 통해 극복되었고 경쟁적 정당체계가 수립되었다. 민주화로의 체제전환에 대한 선결조건들로 주장되어지는 경제발전, 사회적 근대화의 요인들만 가지고 스페인의 합의를 통한 체제변혁과정과 안정적인 민주화 이행을 설명하는 데는 무리가 있다. 이 글은 복잡한 사회적 균열구조 하에 민주화 이후 모든 정치세력의 정치사회 진입이 허용되었음에도 불구하고 안정된 민주적 이행을 가능하게 했던 요인을 규명한다. 이를 위해 사회적 균열구조가 어떻게 정치균열화 했고 갈등의 쟁점은 무엇이며 합의과정은 어떠했는지에 관해 살펴보았다. 이를 통해 1)1960년대 이후 스페인 사회가 경험한 사회구조의 변화와 2)갈등의 조정자로서 정치엘리트의 인정의 정치 및 3)다른 사회균열들보다 우선시되었던 민주화 요인들로 인해 온건화된 정치엘리트의 전략적 행동이 안정적 정당체계 확립을 가능하게 했다고 주장한다.
