아동복지시스템 퇴소 청소년들의 자립 현황과 자립 지원 정책에 대한 고찰 : 우리나라와 미국의 사례를 중심으로 = Transition to adulthood of youth aging out of the child welfare system : The Cases of South Korea and the United States

국문 초록 (Abstract)

아동복지시설에서 양육되는 청소년들은 만 18세에 이르면 대부분 시설로부터 독립하여 스스로 살아가도록 요구된다. 그러나 이들 중 다수는 아직 자립을 위한 준비가 부족하다. 결과적으로 많은 퇴소 청소년들은 사회로부터 고립되고 경제적인 어려움을 겪는 취약한 상황에 놓이게 된다. 이를 해결하기 위한 대안으로 여러 시도가 이루어지고 있다. 본 연구는 기존 선행 연구의 결과와 보건복지가족부의 통계자료를 바탕으로 최근 아동복지시스템의 변화 경향을 살펴보고, 퇴소 청소년들의 자립 실태를 파악하고자 했다. 특히 본 연구는 최근 소규모화 추세를 보이고 있는 아동 보호 방법의 변화에 주목하고, 이미 아동복지체계가 소규모화, 전문화된 미국의 사례와 비교해 봄으로써 우리나라 퇴소 청소년의 자립 지원 정책과 서비스의 발전 방향을 제시하고자 하였다.
최근 위탁가정 청소년, 특히 대리양육 위탁가정이나 친인척 위탁가정에서 양육되는 청소년의 증가는 이들에 대한 사회적 관심과 제도적 지원의 필요성을 시사한다. 퇴소 청소년의 자립 정도를 향상시키기 위한 대안으로써 먼저 체계적인 자립 지원 프로그램 개발과 이에 대한 지속적인 효용성 검증이 필요하다고 보았다. 또한 퇴소 청소년의 성인기 자립을 돕기 위한 체계적이고 통합적인 사후 관리의 필요성이 지적되었다. 퇴소 후 지속적인 사후 관리를 통해 청소년의 욕구와 자립 성취 정도를 파악하고 이에 대한 적절한 지원을 제공하는 것은 퇴소 청소년들이 성인으로서 올바로 성장하는데 기여할 수 있을 것이다. 그 외에 청소년의 퇴소 후 생활에 도움이 될 수 있는 사회적 지지망 강화 역시 퇴소 청소년들의 자립에 기여할 것으로 보인다.

Most foster youth leave the child welfare system upon reaching the age of majority and are expected to live independently. However, many of them are not well prepared for independent living and therefore likely to suffer from social isolation and economic difficulties after leaving care. This study assessed young adult outcomes of youth aging out of care and reviewed current policy and services for them based on the results of previous studies in South Korea and the United States and statistics provided by the Korean Ministry for Health, Welfare and Family Affairs and the US Department of Health and Human Services. Based on the review of US　child welfare policy, the study provided implications for policy and services for youth who leave care for independent living in South Korea. The study suggests that the development and provision of preparation programs for current foster youth and follow-up services for former foster youth would improve their young adult outcomes after exit from care. In addition, child welfare services that strengthen youth's informal support networks would contribute to promote successful transition to adulthood of youth aging out of care.
