This study is focused on analysing the standard for fair demand by selecting the Eunpyeong New Town living street as target area based on the assumption that vibrant and happy village means the activation of community facilities in village. Eunpeyong New Town is a typical new town of Seoul where city space is completed and varied activities coincide and neighborhood living facility is quantitatively evaluated in terms of business scale and propriety of diversity.
In this study, some evaluation instruments are utilized. First, by introducing a rate of self-sufficiency based on the statistical data of Statistics Korea in 2014 which is computed from the 6 sites; 3 sites(Sinsa2-dong, Eungam2-dong, Susaek-dong) are similar to Eunpyeong New Town living street and 3 sites(Yangcheon-Gu Sinwol3-dong, Yongsan-Gu Bogwang-dong, Seodaemun-gu Hongeun1-dong) and shows that the floating demand index value close to “0” meaning that external flow for shopping is insignificant. From the results of these statistics, a intensity analysis model of storekeeper is suggested. Also, a neighborhood standard model originally suggested from Korea Land & Housing Corporation in 2005 is used. This model was applied after being modified in this study. Finally, to verify the quantitative evaluation models(a intensity analysis model of storekeeper, a neighborhood standard model), the result of citizen satisfaction survey on living street carried out by Seoul Housing and Communities Corporation in 2017 is comparative analyzed
Through the total investigation on the neighborhood living facilities located in 1st and 2nd district of Eunpyeong New Town, data such as a number of facilities, area, type of business was confirmed. By comparing the survey results and the analysis models, correlation were examined and the conclusions were as follows.
As a result of the quantitative evaluation on neighborhood living street located in Eunpyeong New Town, there are a number of indicators that the diversity and magnitude of the industry are numerically inadequate. Also, it shows that the qualitative assessment of the residents’ satisfaction with the living standards was consistent with the quantitative evaluation.
Street revitalization and local community formation consists of a combination of space planning and commercial & public facilities, considering neighborhood living facilities, commercial district, location, and accessibility. If a neighborhood standard model originally suggested from Korea Land & Housing Corporation is modified by the yearly statistical data of Statistics Korea, It could be used as an important logical basis for community facilities planning including neighborhood living facilities, cultural and public facilities, which serve as a key role in the future urban renewal projects.
