국제스포츠행사 리스크 관리 향상에 관한 연구 = A Study on Improving Risk Management of International Sports Events

국문 초록 (Abstract)

국제스포츠행사가 全세계적인 관심을 집중시킨다는 점을 악용, 성공적인 행사 진행을 위협하는 요소로 테러가 빈번하게 등장하고 있다. 1996년 미국 애틀랜타올림픽時 폭탄테러로 2명이 사망하고 112명이 부 상 당한 사건의 발생은 1972년 독일 뮌헨올림픽時 17명이 사망한 테레사건 이후 최악의 올림픽 참사였다. 2008년 중국 베이징올림픽에서도 2건의 테러로 경찰관 등 18명이 사망하고 23명이 부상을 당했다. 국제스포츠행사 中 테러가 발생할 경우, 주최국의 신뢰도가 저하되고 경제에 미치는 파급 효과가 막대할뿐더러 행사 의의가 퇴색되며 유사 테러가 지속되는 등 여러 문제가 발생한다. 한국은 1981년 제24회 서울올림픽대회 개최가 결정된 직후, 대회 안전 활동 수행을 위해 대통령훈령 제47호 ‘국가대테러활동지침’이 제정되었다. ‘국가대테러활동지침’과 별도로 ‘2002년 월드컵ㆍ부산아시아경기대회 안전 활동지침’과 ‘2002년 월드컵축구대회 지원법 등 한시적이나마 정부 주도 대테러 안전 활동에 대한 근거를 강화하였고, 2016년 약칭 테러방지법을 제정·시행하고 있는데 同법률은 테러 위협에 대비한 국가 대테러 업무의 효율적 수행을 위해 대테러 업무 중심으로 수립되어 있을 뿐이다. 앞으로 성공적 행사 개최를 위한 보다 체계적 발전을 위해서는 ‘국제행사의 유치ㆍ개최에 관한 규정’(기획재정부 훈령 제484호) 중 심사위원회가 심의하는 심사항목(규정 제 5조)에 안전성까지 심의 대상에 포함하는 개정이 필요하다. 또한 국제회의의 경우 법으로 제정되어 있는데 반해 국제회의보다 광범위한 국제행사가 오히려 格이 낮은 훈령으로 규정되어 있어 업무 수행에 차질이 발생한다. 한편 테러방지법은 국가 중요행사 대테러안전대책 수립과 테러예방을 위한 안전관리대책의 수립만 규정하고 同법 시행령 제26조 3항에는 관계기관 합동으로 대테러ㆍ안전대책기구를 편성ㆍ운영할 수 있도록 활동 근거만 있을 뿐 세부 활동 내용이 없고 빈약하다. 한국은 국제스포츠행사 때마다 일시적인 안전 활동 조직을 편성하고 임무 완성 後 후속 기능 없이 해체되는 실정이다 보니 총괄 기능이 미흡하다. 보다 전문적인 안전 활동 수행을 위해서는 선진국처럼 국제행사 안전까지 보장하기 위해 ‘국제행사의 유치·개최 등에 관한 규정’ㆍ‘국제행사관리지침’ 개정이 요구됨에 따라 세부적인 안전 활동 수행을 위한 (가칭)‘국제행사 안전 활동지침’ 제정이 필요하다.

다국어 초록 (Multilingual Abstract)

A violent demonstration or terror appears as a threatening factor to take advantage because terrorism against global event could bring a huge attention all around the World. During Atlanta Olympic games in 1996, 2 participants were killed to death and 112 wounded due to bomb terror. It was the worst Olympic disaster since Munich Olympics games in 1972, where 17 died due to terror. In addition, 18 people and police died and 23 were wounded due to 2 terrors in Beijing Olympic games in 2008. When a violent demonstration or terror occurs during the international sports event, credibility of the city or the country is likely to be degraded and the meaning of the conference is also faded. It was for the first time made the national anti-terror rule under the 47th presidential administrative order since the Korea’s hosting of Seoul olympic was decided in 1981. In addition to the national anti-terror rule, a safety activity instruction for 2002 World-cup soccer game and Busan Asian game as well as 2002 World-cup soccer game supporting law played a role even temporarily to prevent terror threat in Korea. To develop safety activity upon the international sports event systematically, the regulation regarding safety and security should be established or reformed and the foundation should be settled. The security activity organization should be structured and have the right to plan and intervene thoroughly. It is necessary to discuss the amendment of law, a regulation on holding international events (ministry of finance, 484th administrative order) in order to make a development of successful international sports event. The amendment should expand the assessment items(regulation 5th article) by a committee up to cover safety of the international event. It is controversial that an international event is regulated by only an administrative order, however, an international conference is regulated by law and regulation. Anti-terrorism law says under its item 1 of article 6th and under article 10th that safety response and safety management plans against the terror must be set up for the important national event. Under the regulation of the same law, item 3 of article 26th, it is just mentioned inter-agency of the central government could organize and operate anti-terror and safety management committee. It is agreed upon safety a temporary organization responsible for safety and anti-terror was set up and dismentled for the purpose of international sports events. This is why overall control function on safety and anti-terror is restricted. It is highly required to amend the law on hosting international events and on operating international events. It is expected to make ‘safety instruction for international events’ to perform the detailed safety activities at the international events.
