정부의 정책지원과 재생에너지 기업의 수출역동성간 동태적 인과경로 구조분석 : 이질적 기업 무역이론의 적용

국문 초록 (Abstract)

재생에너지 분야는 21세기 새로운 성장패러다임에 기여하는 가장 중요한 핵심 동력들 중 하나다. 즉, 경제개발과 인간 및 환경 보호관련 균형된 성장을 요구하는 환경적으로 건전하고 지속가능한 개발의 핵심이다. 이러한 맥락에서 정부가 재생에너지 산업의 성장을 어떻게 촉진할 수 있는가에 대해 많은 경제학자들의 관심을 불러일으켰으며, 이의 연장선에서 정부정책과 재생에너지 산업의 경제적 성과 간 관계에 대한 연구적 관심이 증폭되었다.
공공정책과 경제성장, 에너지 공급, 기술 및 부품의 생산, 기술혁신, 자본흐름 및 산업성장 간 관계에 있어서의 정책 및 연구 측면의 관심은 많은 연구자들을 단일 국가 또는 다국가 수준에서 재생에너지 산업의 수출특화 촉진에 있어서 공공정책의 영향을 분석하는 방향으로 이끌었다.
기존 연구들은 기술분석, 사례분석, 횡단회귀분석, 시계열분석, 패널분석 등을 통해 공공정책과 수출성과 간 관계를 설명하고 있다. 그렇지만, 다음의 세 가지 측면에서 기존 연구에 기여할 수 있는 연구의 진행이 필요하다. 첫째, 정부지원정책의 직접적인 수혜자인 기업수준에서의 분석이 이루어지지 않았다. 둘째, 재생에너지 수출에 있어 중국, 브라질, 한국, 대만 및 멕시코와 같은 개발도상국의 기여가 증가하였음에도 불구하고 대부분이 선진국위주의 분석에 머무르고 있다는 것이다. 셋째, 단일 국가를 대상으로 체계적인 패널분석이 이루어지지 않았다는 것이다. 기존 문헌에서 간과하고 있는 이러한 세 가지 차원의 사항에 역점을 두어 본 연구는 한국내 재생에너지 기업을 대상으로 정책이 수출촉진에 어떠한 영향을 미치는지를 분석한다.

Renewable energy technologies (RETs) sector is one of the most important contributors to a new paradigm for growth in the 21stcentury, environmentally sound and sustainable development(ESSD) conveying a normative message that economic development should harmonize with human and environmental health protection. The question of how governments may promote the growth of RETs sector has pushed policymakers ande conomists to address the interrelations between public policies and economic performance. The range of policy and research interests in the relationships between public policies economic growth, energy supply, production of technologies and components, technological innovation, capital flows, and industry expansion has expanded in many countries around the world. Considering export is an extension of such interests, many researchers have investigated the role of public policy in promoting export specialization of RETs at both the single- and multi-country level. Their investigation has shown that public policy has positive effects on export specialization of RETs. Existing empirical studies have shed light on the relationship between public policy and export performance through descriptive, case, cross-sectional regression, time series, and panel analyses.
