국가 간 예산제도의 비교분석 = International comparative study of Legislative Budget Institution: focused on Case Analysis by four type

국문 초록 (Abstract)

의회예산제도에 관한 선행연구들은 행정부에 대한 입법부의 재정권한 및 조직역량을 계량화된 지수로 구축함으로써, 세계 각국의 의회가 지닌 재정권한 및 조직역량을 비교하고, 이를 성과와 연계하여 계량적으로 분석할 수 있도록 하는 기반을 마련하였다. 그러나 이러한 계량적 연구들은 각국의 의회예산제도지수가 어떠한 과정을 통해 형성되었으며, 그 형성과정에 영향을 미친 요인들이 무엇인지를 심층적으로 분석하는데 한계를 지니고 있었다. 본 연구는 계량분석의 한계를 극복하고, 질적인 측면에서 보다 심층적인 정책적 시사점을 제공할 수 있는 주요국에 대한 사례분석을 시도하였다. 기존의 선행연구에서 의회의 재정권한과 조직역량의 강도에 따라 분류된 4개 유형을 대표할 수 있는 미국, 스웨덴, 그리스, 영국, 한국 등으로 선정하였다. 사례분석의 결과, 각국의 의회예산제도는 예산수정권한과 위원회구조가 의회의 예산권을 결정하는 가장 중요한 요소라는 공통점을 지니고 있는 것으로 나타났다. 반면, 정부형태·의회구조·집권세력구조와 같은 정치적 요인 및 재정위기경험·민주주의성숙도·식민지전통 등 경제사회적 요인에 따라 각국은 서로 다른 형태의 의회예산제도를 형성하고 운영하고 있는 것으로 나타났다. 우리나라는 대통령제 정부형태를 지니고 있음에도 불구하고, 역사적으로 단독정권의 전통을 갖고 있어 의회의 예산수정권한이 미약한 것으로 나타났다. 그러나 재정적자의 확대, 국가채무의 누적을 경험한 국가들이 재정건전성을 높이기 위해 예산과 관련된 의회의 권한과 역량을 강화했다는 점을 고려할 때, 유사한 상황에 처하고 있는 우리나라의 경우에도 예산과 관련된 의회의 재정권한과 조직역량을 강화하는 방향으로 제도적 개선을 모색할 필요가 있다고 본다.

A budgetary system, which can be defined as a ``framework for the operation of a budget``, regulates the Legislature and the Executive, both of which are major participants in the budget process, and the Legislature and the Executive respectively endeavor to establish a budgetary system more favorable to the interests and positions of each side. Legislative budget institutions are established and operated in different forms according to the various political and social experiences and financial circumstances of each country. In this light, this study established the comparison and analysis of the legislative budget institution of each country as an important area of research and explored answers to the research question: "Why do legislative budget institutions differ by country, and what factors influence legislative budget institutions?" To explore these questions, previous research studies comparing and analyzing the legislative budget institution of each country. The comparison analysis using the legislative budget institution index, four countries (USA, Sweden, Greece, UK), each representing the four types, and Korea were selected for an in-depth case study analysis through which the results of the legislative budget institution index and case studies.
