환경재난의 장기적 사회영향: 허베이 스피리트호 기름유출사고발생 7년의 시점에서 본 어촌마을

국문 초록 (Abstract)

충청남도 태안군 앞 바다에서 대규모 기름유출사고가 발생한지 7년이 지났다. 사고이후 정부와 시민사회 차원에서 광범위한 복구활동이 진행되었다. 하지만 해양생태계에 대한 사회경제적 의존도가 높은 피해지역의 특징으로 인하여 재난피해의 장기화 현상이 뚜렷하게 나타나고 있었다. 먼저 경제적 차원에서 어업활동이 축소되어가고 있었을 뿐만 아니라 어업의 성격 또한 변화해 가고 있었다. 마을주민들의 주요한 경제활동이었던 굴 양식은 바지락 양식으로 대치되었으며 어선어업 또한 크게 축소되었다. 특히 주변마을로부터 부유한 마을이라는 평판을 유지할 수 있게 했던 굴 양식의 몰락은 심층적인 경제적 변화라고 할 수 있다. 그리고 사고초기와 현재의 시점을 비교해 보면 주민갈등과 냉소적 감정이 더욱 확산되어 있었다. 첨예한 주민갈등은 굴 양식에 대한 피해보상금의 분배를 둘러싸고 발생하였다. 피해조사는 개별적으로 이루어졌지만, 마을어업(마을어장) 밖의 무면허 굴 양식까지 마을어업권으로 해서 피해보상이 나온 것이다. 따라서 마을어장 내에서 작은 규모로 굴 양식을 했던 주민들은 마을어업으로 나온 피해보상이니 어촌계원 들끼리 공평하게 분배하는 것이 공정하다고 주장한 반면, 무면허로 굴 양식장을 키워온 주민들은 개인 피해를 기준으로 나온 보상금액이니 사정재판의 결과대로 각자의 몫을 가져가는 것이 공정하다고 주장하였다. 주민들 사이의 갈등과 냉소적 감정의 확산은 그 자체로도 재난의 부정적인 영향이지만 재난에 대응하는 공동의 협력과 새로운 리더십의 출현을 가로막고 있었다. 즉 주민갈등은 어촌마을의 재난복원력의 약화로 이어지고 있었다.

다국어 초록 (Multilingual Abstract)

7 years have passed since the major oil spill in Tae-an, Chungcheongnamdo. However, the disaster damage is being notably protracted due to the characteristic of the disaster area which has a high level of economic dependence on the marine ecosystem and the fact that marine environmental pollution by toxic material. First, in an economical impact, fishery has been reduced and its characteristics have changed, too. Oyster farming, which was the main economic activity of the villagers, has been replaced to clam farming, and fishing vessel fishery has drastically reduced. The collapse of the oyster farming, in particular, which brought the villagers a reputation of a wealthy village, is a deep economic change. Conflicts between the villagers and their cynical feelings have been worsened. Distribution of compensation for the oyster farming aroused sharp conflicts. Although the damage investigation was carried out individually, the compensation was paid including unlicensed oyster farms outside of the community farms. The villagers who raised oysters on a small scale in the community farms insisted on an equitable distribution between the members of the fraternity, while the unlicensed farm owners argued that each should have their share according to the scale of the damage.
