사회갈등의 확산메커니즘에 관한 연구: 촛불시위를 중심으로 = Research on Social Conflict Expansion Mechanism: A Focus on the Candlelight Vigils

This paper investigates the expansion of a risk issue and related social conflict pattern through the lens of the “Issue-Attention Cycle” elaborated by Anthony Downs. In order to analyze the extension of the conflict regarding the candlelight vigils in 2008 in South Korea, it focuses on the intrinsic nature of food safety issues, in that their complexity, uncertainty and ambiguity (or ambivalence) as well as multi- dimensionality and a high possibility of an issue-issue linkage lead to a pattern of social conflict and changes in the conflict cycle. This paper argues that the intrinsic nature of food safety issues led the candlelight vigils into an uncontrollable situation, since they were coupled with the change of conflict context, diverse participants and the mode of government conflict management all together. Based on these results, the authors point out the necessity of ex-ante rather than an ex-post management of conflicts, recommend a modification of democratic decision-making processes, establishment of a social response principle to a risk issue, and development of scientific management methods such as conflict impact assessment.

국문 초록 (Abstract)

본 연구의 목적은 한국 사회에서 심각한 사회적 문제로 등장하고 있는 위험이슈(risk issue)의 확산 및 이로 인한 사회적 갈등의 양태를 Downs의 이슈관심주기를 통해 분석하는데 있다. 2008년 촛불시위 관련 갈등의 확대재생산 메커니즘의 이해를 위해 위험 이슈, 특히 식품 안전 이슈가 갖는 본질적 특성에 주목하고 있다. 복잡성, 불확실성, 모호성의 특성 및 이슈의 다차원성과 다른 이슈와의 용이한 연계가능성의 특징이 촛불시위 관련 갈등의 양태와 갈등 주기 변화의 핵심 요인이라고 보기 때문이다. 특히 식품 안전 이슈가 갖는 본질적 특성들이 갈등 맥락의 변화, 주요 참여자의 변화 및 정부의 갈등관리 방식들과 서로 결부되면서 촛불시위를 통제불가능한 갈등상황으로 만들었음을 밝히고 있다. 이러한 분석결과를 토대로 사후대응방식이 아닌 사전대응방식의 필요성, 민주적 의사결정 절차의 정비, 위험이슈에 대한 사회적 대응 원칙의 정립, 갈등영향평가 등의 과학적 관리기법 개발을 대안으로 제시하고 있다.
