국문 초록 (Abstract)

한 국가의 개별적 행정의 특성을 논하는 것은 비교적 어려운 연구인데 그 이유는 행정을 바라보는 가치, 기준, 판단 등이 동일하지 않기 때문이다. 국내 · 외 이론적 논의하의 행정특성은 각 국가의 현실적 행정특성을 나타내주는 공통분모라 할 수 있다. 다시 말해, 현실하의 각 국가의 행정특성은 정치적 측면, 역사적 측면, 지역적 측면 등에서 이해되어야 한다. 따라서 각 국가의 개별적 행정특성을 연구하는 것은 대단히 의미있는 분석이 될 수 있다. 본 연구에서는 행정문화 특성을 통한 분석을 중심으로 한국의 행정특성을 논의하고자 한다. 시기적으로 한국은 유교전통적 행정문화, 발전지향적 행정문화, 민주지향적 행정문화, 성과관리적 행정문화의 특성을 보이고 있으며 구체적으로 권위성, 서열성, 집단성, 형식성, 목표성, 실천성, 분산성, 참여성, 통제성, 성과성, 고객성, 책임성, 거버넌스의 특성으로 구현된다. 그러나 이러한 행정문화에 기초한 한국행정은 전자의 특성들이 점차적으로 엷어지면서 후자의 특성들이 강화되고 있는 추세이다.

다국어 초록 (Multilingual Abstract)

This paper discusses the characteristics of Public Administration in Korea, particularly focusing on the term, “Administrative Culture.” It is believed that administrative culture forms characteristics of public administration in any country. Thus, this papers illustrates types of administrative culture in Korea over the years and suggests those types of characteristics as lenses to understand the context of public administration in Korea. Four types of administrative culture are suggested as: Confucius, Developmental state, Democratic, New Public Management administrative culture. Looking at the specific characteristics of each culture, we discussed accountability, governance, efficiency, transparency, participation, control, responsiveness, etc. In sum, this paper reviews the changing nature of administrative culture in Korea in modern histories.
