투표용지의 순서효과와 기호효과 = Order Effect and Sign Effect of Ballot : Empirical Analysis on The 4thKorean Local Election

국문 초록 (Abstract)

본 연구는 투표용지의 양식으로 인해 발생하는 선거 불공정성의 두 가지 원인으로 후보자의 기재 순서효과와 기호효과를 분석한다. 이론적 검토를 통해 두 가지 효과에 대한 가설을 도출하고 제4회 기초의원선거 사례를 대상으로 가설을 검증하였다. 연구결과는 다음의 세 가지로 요약된다. 첫째, 투표용지 상에 앞선 순위에 기재될수록, 그리고 정당 복수추천에 의해 기호‘가’를 배정받은 후 보자의 경우 득표이득을 얻었다. 둘째, 기재순서와 기호‘가’의 실질적 득표이득은 현직효과 혹은 학력과 연령과 같은 후보자 특성에 기인한 득표이득에 필적하거나 상회하는 것으로 밝혀졌다. 셋째, 기초의원선거에서 작용하는 투표용지 순서효과와 기호효과는 선거를 불공정하게 함으로, 지방선거제도가 주민의 자기결정권 실천과 체험이라는 지방자치의 취지와 선거 공정성을 실현하기 위해서는 투표용지에 대한 공정한 설계 노력과 회전식(rotating) 투표용지의 도입이 필요함을 제안한다.

다국어 초록 (Multilingual Abstract)

The 4th Korean local election, held nationwide in 2006, witnessed the introduction of a potentially important measure to strengthen political responsibility at local level: the nomination of multiple candidates from the same party in middle-sized electoral districts. To adapt to the new measure, a unique ballot format was also introduced. This paper examines two undesirable effects produced by the unique format of ballot on the electoral outcome. Using the unique dataset compiled from disparate sources, we find 1)‘ order-effect’helps those who are listed earlier on the ballot order gain more votes, while‘ signeffect’benefits party nominees to whom sign‘ ga’(the first consonant of Korean alphabet) is assigned, 2) the magnitude of each effect is larger than that of incumbent effect on the electoral outcome, and 3) candidates’personal characteristics do not make a significant impact on voters’choice. We argue that these results show that many constituents cast their vote without sufficient information on the candidates. Based on the findings, we suggest‘ rotating ballot’format as a means to cancel out‘ order-effect’and ‘sign-effect’.
