지방조직의 확산과 동형화 : 지방문화원 설립 사례 분석 = Organizational diffusion and isomorphism : The case of establishment of local cultural centers after implementation of local self-government system in South Korea

다국어 초록 (Multilingual Abstract)

The purpose of this study is to identify the factors affecting the proliferation of private organizations that provide public services through theoretical grounds and to verify the influence of those factors on the establishment of the organizations through qualitative analysis. In order to achieve this research purpose, the study examines the growth process of the organizational population of the local cultural center after the implementation of the local autonomy system in terms of environment, strategy, and the interaction between the two as role expectation. As a result of the analysis, from 1994 when the local self-government system was implemented to the present, local governments as the main external actors expected the local cultural centers installed in autonomous districts of metropolitan cities to play a pivotal role. Due to local residents’ demands and role expectations for the organization, each local cultural center was able to hold independence and diversity, and a strategy was established to meet the role expectations of the residents, not to order “from the top to the bottom.” On the other hand, in the process of the spread of the organization, it was combined with the local political conditions, and the isomorphism phenomenon was found in the establishment, structure, and activities of the organization.

국문 초록 (Abstract)

본 연구는 공공 서비스를 제공하는 민간조직이 확산되는 요인을 이론적 근거를 통해 식별하고 그 요인들이 조직의 설립에 미친 영향을 질적 분석을 통해 검증하는 것을 목적으로 한다. 이러한 연구목적을 달성하기 위해 본 연구에서는 지방자치제도 실시 이후 지방 문화원이라는 조직군의 지방자치제도 실시 이후 조직군 성장과정을 환경과 전략, 그리고 둘간의 상호작용 영역인 역할기대의 측면에서 검토함으로써, 조직의 확산에 따른 독특한 역할 변화를 고찰했다. 분석결과, 지방자치제가 시행된 1994년부터 현재까지 광역시의 자치구에 설치된 지방문화원에 대한 역할을 기대한 주요 외부행위자는 지방자치단체다. 조직에 대한 지역 주민의 요구와 역할기대로 인해 각 조직마다 독립성과 다양성을 가질 수 있었으며, 위로부터 아래로의 전달이 아니라 주민들의 역할기대에 맞는 전략을 구축했다. 한편, 조직이 확산되는 과정에서 지역의 정치적 조건이 결합되었으며, 조직의 설립과 구조 및 활동에서 동형화 현상이 포착되었다.
