풀뿌리 거버넌스와 주민 참여적 지역 만들기

국문 초록 (Abstract)

국가 차원의 경제중심적 계획과 지방 차원의 물리적 공간계획의 한계를 극복하기 위해서는 계획 패러다임이 지역주민들의 실질적인 삶이 이루어지는 생활권역을 단위로 한 종합적인 사회계획으로 전환될 필요가 있다. 이점에서 지역의 다양한 풀뿌리 조직들 간의 네트워크 형성과 행정과의 파트너십을 유기적으로 매개하고 소통시킬 수 있는 풀뿌리 거버넌스의 역할은 중요하다. 지역에 기반을 둔 주민들의 자발적 참여와 상향식 문제해결 전략을 강조하는 풀뿌리 거버넌스는 ‘지역사회의 공동의 비전 만들기’, ‘상향식 접근에 기반을 둔 문제 해결 지원’, ‘신뢰와 협력에 기반을 둔 집합적 문제해결 능력 강화’를 핵심적인 역할로 설정하고 있다. 이점에서 현재 정부가 추진하고 있는 살기 좋은 지역 만들기 정책은 주민 자율적인 참여와 기획, 거버넌스에 기반을 둔 실천을 강조하고 있지만 현실의 모습을 보면 정책의 비전과 목표, 대상 영역, 그리고 추진 주체와 방식, 체계 측면에서 많은 한계를 보여주고 있다. 따라서 공간의 질과 삶의 질을 동시에 높이기 위해서는 풀뿌리 거버넌스의 활성화를 통해 주민 참여적 지역 만들기를 위한 리더십 개발과 사회-제도적 역량을 강화시킬 필요가 있으며, 이는 지역사회가 주도하는 지속가능한 발전모델을 정립하는 데도 의미 있는 시사점을 주고 있다.

다국어 초록 (Multilingual Abstract)

To overcome the limits of national level's economic planning and local level's physical planning, comprehensive social planning of community level needed on the side of paradigm shift of planning. This means that the means of grassroots governance that mediate and communicate of grassroots initiatives and partnership are very important. The roles of grassroots governance which emphasizes the community-based voluntary participation of residents and bottom-up problem solving strategy are as follows: making of community's common vision, support of bottom-up problem solving, and enhancement of collective problem solving capacity based on the trust and cooperation. Present government policy toward livable community making, therefore, exposes many lacks in vision, target area, promoting actor, process and system of policy implement. Activating of grassroots governance and participatory community development are very important for leadership development of residents and socio-institutional capacity building through grassroots initiatives, and these also suggest us relevant model of community-driven sustainable development.
