네덜란드 4차 국가공간계획(Vinex)이 주택개발에 미치는 영향 = The Impacts of Netherland Fourth National Spatial Planning(Vinex) on Housing development

국문 초록 (Abstract)

우리나라는 2000년대 들어 주택보급률 100%를 초과하며 주거환경의 품질향상에 대한 사회적 관심이 증가하였으나 주택개발에 있어 뉴타운 사업의 실패 등을 반복해왔다. 이에 대해 공공의 역할 증대와 개별 사업, 제도의 정합성 등이 요구되어 왔다. 따라서 공공에서 종합적인 계획을 수립하고 계획의 내용을 성공적으로 반영한 선진 사례를 연구하는 것은 향후 우리나라의 주택개발에 있어 의미 있는 연구라 할 수 있다.
본 논문의 목적은 국토도시계획과 주택계획을 포함하는 종합계획으로서 네덜란드 국가공간계획인 비넥스(Vinex) 계획을 분석하고 실현사례지에 적용된 특성을 분석 하는 것이다. 이론고찰 및 문헌연구를 통하여 비넥스 계획의 배경 및 목표, 이를 위한 실행체계를 분석하고 국토도시계획 측면과 주택계획 측면의 특성을 도출하였다. 비넥스 개발 사례지역으로 에이뷔르흐(IJburg), 위픈뷔르흐(Ypenburg), 바트호스트(Vathorst)를 선정하고 도출된 특성의 실현을 분석하였다. 분석결과, 다음과 같은 결과를 도출하였다.
첫째, 공공에서 종합적인 계획을 수립하였다. 국토도시계획 측면에서는 컴팩트 시티, 대중교통 계획, 오픈스페이스 계획에 중점을 두었고 주택계획의 양적 측면에서는 밀도 및 공급량, 질적 측면에서는 개별구역의 다양화, 오픈스페이스, 관리구조 등의 특성을 도입하였다는 것을 밝혀냈다.
둘째, 비넥스 계획을 수립하고 실행하기 위해 각 기관이 협력하였다. 중앙정부의 비용부담과 주정부의 감독, 광역도시연합의 실행에 이르는 프로세스는 비넥스 계획의 실현에 중요한 역할을 하였다.
셋째, 비넥스 계획의 특성이 사례지에 일관적으로 적용되었다. 에이뷔르흐, 위픈뷔르흐, 바트호스트를 도면 작업 등을 통해 분석한 결과 국토도시계획 측면에서 트램신설 등의 대중교통 계획, 자전거 도로 및 보도의 설치, 근린과 블록내의 녹지 및 수변공간 이용, 주택계획 측면에서 밀도의 배분, 블록과 주거 유형 및 오픈스페이스 다양화 등의 내용을 도출할 수 있었다.
네덜란드의 비넥스 계획과 그 실현사례를 분석하여 의미 있는 결과를 도출할 수 있었지만 그에 국한된 결과를 제시함으로써 연구의 한계를 보였다. 네덜란드와 국내와의 문화 및 역사적 인식 차이, 정책․제도와의 연관성을 밝혀내어 적용 가능성을 파악하는 것이 추후 주요 연구 과제라고 생각된다.

Korea Housing penetration has exceeded 100% in 2000s. And Increased social concern for improving the quality of the residential environment. However Newtown housing development has failed. About the increasing role of the public and the integrity of the institutions have been found to be required. Therefore, To study of public establish comprehensive plan and successfully reflect the contents of the plan can be regarded as a significant research.
This paper aims to analysis plan for the Dutch national spatial planning Vinex as include urban planning and housing planning and characteristics applied to case. Theoretical and historical research for the background and objective of Vinex, implement system, characteristic of urban planning and housing planning. IJburg, Ypenburg, Vathorst was selected as the Vinex development area and analysis characteristics. As a result, The following result was drawn.
First, the public established comprehensive plan. In the urban planning aspects, emphasis on the compact city, public transportation plan, and open space plan. In the quantitative aspect of the housing planning, emphasis on the density and supply. In the qualitative aspect of the housing planning, emphasis on the diversification of the individual section, open space, management structure, and etc.
Second, each department cooperated in order to establish and implement the vinex plan. The expense of the central government, director of the province, implement of the urban region are an important role.
Third, the characteristic of the vinex plan was coherently applied to the case area. The result of analyze through the drawing work. In the urban planning aspects, public transportation plan including the tram, installation of bike lanes and sidewalks, neighborhood and within a block of green space and waterfront space. In the housing planning aspect, distribution of the density, diversification of block, housing type, open space.
The vinex plan and this realization case was analyze and the meaningful result could be drawn. However results limited by the limitations of the study were presented. It is regarded as the further main research project to uncover for the correlation with the system and grasp the applicability.
