장애인 자립생활모델에 대한 탐색적 고찰 = An Exploratory Discussion on Independent Living Model: Focusing on Social Exclusion Perspective

국문 초록 (Abstract)

본 연구는 포괄적이고 다차원적 문제접근인 사회적 배제개념으로 장애문제를 재조명하고, 이를 통해 장애개념을 규정하고 정책방향을 제시할 수 있는 장애담론 중 자립생활모델을 적용하여 그 이념적·실천적 관련성과 사회적 배제 극복을 위한 적용가능성을 탐색적인 차원에서 논의해보고자 하였다. 비주류집단으로서의 장애인의 배제와 귀속은 다양한 사회구조적 억압기제에 의해 야기되는 것임을 전제로, 이념적인 측면에서 취약계층의 포괄적 문제규정, 다차원적 사회구조적 원인론, 비주류화에 대한 역동적 과정론, 문제해결을 위한 시민권적 접근 등의 관련성을 확인하였다. 아울러 실천적 측면에서 자립생활센터의 운영원칙에 따른 인적구성, 시민적 주체성과 근본적 인권보장을 강조하는 권익옹호 등의 프로그램들의 내용들도 함께 확인하였다. 이를 통해 장애인의 사회적 배제 극복을 위한 정책대안으로서 자립생활모델의 규범적 정당성은 확보되었으며, 따라서 이의 바탕위에 실천현황의 평가를 토대로 보다 유용한 실천적 수단을 확립하는 데 있어 법제화를 포함한 다양한 노력들이 필요하다 하겠다.

The purpose of this study is to reconsider disability through social exclusion perspective which is comprehensive and multi-dimensional and to suggest implications for disability policy. For this purpose, this paper attempts to discuss possibilities that independent living model contributes to social inclusion of people with disabilities, considering the ideological and practical relationship between social exclusion perspective and independent living discourse. As a result, we could find the relevance of social exclusion to independent living discourse in that both of them ideologically share comprehensive definition of problem, socio-structural causality, and civil right-based approach. In addition, it was observed that independent living centers have system emphasizing own needs of people with disabilities and provide services focusing on social barriers that prohibit social inclusion of people with disabilities. Thus, it could be argued that independent living model can be justified as a disability policy alternative. Finally, various efforts are recommended to consolidate useful and effective practical alternatives based on evaluation of present services and systems.
