With the rapid growth and development of information technology and internet, the amount of information published in electronic format such as video, audio, digitalized text, etc. and the number of users accessing information online to satisfy their information needs are growing at a tremendous rate. The potentially infinite and growing number of available electronic information sources makes it increasingly difficult for a university library to effectively manage and quickly provide them. But, current library automation systems which are operated in a library have some problem to systematically manage electronic resources because of attributes of electronic resources such as cost, service method, and so on. To satisfy users’ information needs and provide efficient information service, and to manage electronic resources, a library, especially a university library, is building a system to manage and process growing electronic resources. Currently, some of university libraries and information centers have tried to solve these problems. In this viewpoint, ERMS as an extemporary attempt can play an important role in managing and providing electronic resources for information users because it can provide various functions and usefulness to manage them. ERMS, which is focused on managing and controlling electronic resources, was introduced. But, compatibility problem with existing library automation system and how to accompany international standard in building ERMS should be significantly considered. In spite of those environmental and historical considerations, studies related to it have been insignificant.
To provide a solution for more efficient and real management of electronic resources in a university library, this study analyzes standardized components to construct ERMS and proposes a model of ERMS based on the result of analysis.
To achieve those above purposes first of all this study is to analyze significant technologies and components to manage electronic resources after getting a grip on concept, feature, development steps in managing electronic resources and international standards related to ERMS. the second step is to analyze DLF ERMI, which is an international standard in the area of ERMS, and define significant component and their features in DLF ERMI. The third step is to examine international cases related to operating and constructing ERMS including domestic university libraries. As methods to collect data for this research, literature research, interview, e-mail and so on was used in this step. For the last step, based on the analyzed result, this paper proposes essential components and a model for ERMS.
As the result of steps mentioned above, the main functions of ERMS for university libraries are: 1) ERMS can manage and control access information to various electronic resources, metadata, holdings, user service. Also, ERMS can be compatible with existing library system such as IR(Information Research) system, linking system, proxy system and so on. 2) ERMS should completely be compatible with acquisition and cataloging system for effective management and control of integrated information organization and library budget. 3) ERMS should systematically and effectively manage license information on electronic resources. 4) ERMS should provide ideal and effective environment for use and access control of electronic resources in a library and integrated tool to manage and control all of electronic resources.
Additionally, this study proposes necessity to 1) organize committee group for establish standardized rules and collaborative management of electronic resources among university libraries like DLF ERMI and 2) redesign organizations in a library and a librarian's job description.
