중소기업 정책자금 중복 지원의 효과성 분석: 기업의 재무적 성과를 중심으로 = Effectiveness Analysis of Overlapped Government Loan Programs for Small Business: Focused on the Financial Improvement of Business

다국어 초록 (Multilingual Abstract)

This study discusses the effectiveness of policy overlap that are found in ordinary public policy areas but never carefully examined. Usually, policy overlap is quite wasteful and inefficient in the eyes of the public and researchers. In this study, policy overlap (as a phenomenal concept) is claimed be differentiated with the idea of redundancy, which is equal to be inefficient as a valuable concept. Following this perspective, it is suggested that empirical analysis for examining the effectiveness of policy overlap is needed to check if policy overlap is wasteful and inefficient. Government loan programs for small businesses are chosen for empirical analysis and the counts of additional loan supports are utilized as an independent variable to examine additional financial performance improvement after overlapped government loans for each small corporation. According to the results of this study, additional overlapped loan support does not make any noticeable improvement of corporate profitability such as return on sales (ROS) and return on assets (ROA). In addition additional loan support has a negative influence on the corporate profitability at the excessive level of overlapping. However, at the early stage of overlapping, additional loan supports have quite a positive increase on the amount of corporate total sales.

국문 초록 (Abstract)

본 연구에서는 일상적인 정책 과정에서 확인할 수 있는 중복에 대한 문제를 중소기업에 대한 정책자금
지원사업을 대상으로 중복의 효과성을 실증적으로 분석하고자 하였다. 흔히 중복의 개념은 일상에서나
학문적 논의에서 모두 당연히 낭비나 비효율의 개념과 동일시하여 간과하는 경우가 일반적이다. 그러나
본 연구에서는 중복의 개념이 가외성이나 비효율성과 같은 가치적 개념이라기보다는 하나의 현상적 개념
임을 지적하고, 이에 따라 일회적인 지원의 효과성이 아닌 중복적인 지원 정책에 대해서 차별적인 효과
성 분석의 필요성을 주장한다. 실증분석에서는 중소기업에 대해 다양한 기관과 다양한 프로그램을 통해
이루어지는 정책자금 중복 지원과 관련해 추가적인 중복 지원이 대상 중소기업의 재무적 경영성과에 어
떠한 효과를 나타내는지 살펴보고 있다. 분석 결과, 수익성 등의 지표에 대해 추가 중복 지원의 효과가
거의 나타나고 있지 않으며, 특히 높은 수준의 중복에 대해서는 오히려 부정적인 효과를 파악하고 있다.
그러나 이와 함께 낮은 수준의 추가 중복 지원에 대해서는 매출액 규모에 대한 개선 효과를 다소 나타내
고 있어, 중복 지원에 대한 전면적인 부정적 인식을 다소 완화시키고 있다.
