Determinants of Contracting Back-In = 역민간위탁의 결정요인에 대한 연구 : 신공공관리론과 탈신공공관리론을 중심으로

국문 초록 (Abstract)

미국 지방정부에서 최근 역민간위탁의 사례들이 급격히 증가하고 있다. 이 연구는 지방정부에서 공공서비스에 대하여 역민간위탁을 결정할 때 영향을 미치는 요인을 분석하였다. 영향요인은 크게 행정학의 두 지배적 패러다임에서 도출되었다. 첫 번째 패러다임은 신공공관리론이다. 지방정부에서 민간위탁을 하는 경우 공공서비스의 효율적 전달을 목표로 하지만 수탁자들 사이의 경쟁의 부재와 수탁자에 대한 관리감독 비용의 증가는 공공서비스의 효율적 전달을 저해하고 이는 역민간위탁으로 이어질 것이다. 두 번째 패러다임은 탈신공공관리론이다. 이 관점에서 지방정부는 공공서비스를 제공할 때 단순히 효율적인 서비스 제공뿐만 아니라 공정성, 형평성, 책임성, 조직인본주의의 가치도 공공서비스 전달체계에 영향을 미칠 것이다. 이러한 가정들을 가지고 본 연구는 미국 지방정부에서 이루어지 두 가지 역민간위탁사례를 통하여 검증하였다. 연구 결과 신공공관리론에 근거한 수탁자들 사이의 경쟁과 관리감독 비용은 역민간위탁의 결정에 중요한 영향을 미치는 것으로 나타났다. 또한 탈신공공관리론에 근거한 형평성, 공정성, 조직인본주의 등의 가치도 역민간위탁의 결정에 중요 영향요인으로 드러났다.

다국어 초록 (Multilingual Abstract)

There has been a dramatic increase of contracting back-in among local governments. This article examines the factors that evidently influence the decision to contract back-in. Those factors are drawn from two paradigms in public administration. The first is the “New Public Management.” The lack of competition and high monitoring costs may lead to contracting back-in. The second is post-NPM. In this view, fairness, accountability, organizational humanism, and equity may influence decisions to contracting back-in. The findings show that factors from NPM have a positive influence on contracting back-in and the effect of factors from post-NPM differs in each case.
