재난충격 이후 지역사회 대처자원 및 회복 프로토콜 개발 = The development of the protochol for integration of public resource affer the disaster shock R&D Report

국문 초록 (Abstract)

연구의 목적 및 내용 : 재난 상황에서의 심리적 지원도 이미 존재하는 사회문화적 시스템과 커뮤니티 네트워크를 대응 체계에 고려하는 것이 중요하다. 이 과정에서 개별 기관의 소진을 막고 효율적인 최선의 대응을 하기 위하여서는 가능한 자원들을 효율 적이고 유기적으로 연계하는 것이 필수적임. 본 연구에서는 안산시에서의 세월호 정신건강 서비스 경험을 통해, 지역사회 에서 재난 심리지원에 참여 가능한 자원을 파악하고, 재난 이후 지역사회의 회복탄력성을 높이기 위해 재난 예방, 대비, 대응 및 복구 단계에서 각 지역 사회에서 수행할 수 있는 구체적인 방안과 모델을 제시하고자 함.
연구개발성과
- 지역사회 자원 파악 및 기관별 역량 분석
안산시에 있는 총 84개의 기관 및 유관단체의 대표 및 실무자를 대상으로 지역 자원의 역량 및 기관별 특성을 파악하고, 실제적인 연계 사업의 현황이나 실적을 조사함.
- 외국의 사례 분석
문헌과 보도자료 및 외국 기관별 실적 데이터를 수집하고, 필요 시 일본이나 호주 등 선진 통합 운용 모듈을 가지고 있는 기관과의 연계를 통하여 선진국들의 통합 운용 노하우를 파악함.
- 통합운용 및 연계 사업의 문제점 파악
각 기관별 대상자를 선정하여 간담회 및 토론회를 개최하고 의견을 수집분석함.
- 지역사회 재난 지원 자원 개발
지역 공청회 및 사업 설명회를 개최하여 지역 자치 단체 및 시민 단체들의 참여를 독려함.
- 지원 단체별 종합데이터 수집
수집된 데이터를 바탕으로 델파이 기법을 활용하여 프로토콜의 주요 내용을 선정하고 문제점을 파악함.
- 자원 통합운용 프로토콜 개발
향후 국가적으로 활용이 가능한 재난 대응 종합연계 방안으로서의 프로토콜을 개발함.
- 자원 통합운용 프로토콜 검증
실제 지역사회 내에서 개발된 프로토콜을 활용한 연계사업을 실시 혹은 시뮬레이션 하여 문제점과 효율성을 분석하며, 사후 토론회를 개최하여 각 기관별 연계 사업을 파악함.
연구개발성과의 활용계획(기대효과) : 한국 상황에 적합한 재난 정신건강서비스 모델의 일환으로서 지역사회 자원연계 사업을 추진하는 기틀을 마련하고자 함. 나아가 재난과 사고 피해자에 대한 정신건강서비스에 어려움을 겪고 있는 다른 국가들에 대해 지원 모델을 제공하고자 함.

Purpose&Contents : Developing of the protocol for integration of public resource after the disaster shock: Developing and mining available pre-existing resources in community. Developing and verification of the protocol for integration of public resources, which can help recovery and rehabilitation of community effectively, in mental health and psychological aspect.
Results
- Appreciating the public resources and their capability Investigate capability of resources and actual associated activities between them with relevant 84 organizations and institutions in Ansan city.
- Analyzing foreign cases
Collect literature, press release, data from foreign organizations. If needed, make connections with related organizations in Japan or Australia to learn advanced integration systems.
- Finding problems in current associated activities.
Have meetings with workers in relevant organizations and collect their opinions.
- Mining community resources.
Have presentation explaining purpose and content of research and promote participation of NGOs in community.
- Collect data from participated organizations
Classify salience, strength and weakness from collected data using delphi technique.
- Developing of the protocol for integration of public resource after the disaster shock
Develop the protocol for integration of public resources which can be available in future disaster.
- Verification of developed protocol
Perform associated activities using developed protocol in actual community and gather opinions from hands-on workers by holding conferences. Analyze strength and weakness, points should be improved from collected opinions. Development and verification of the protocol for integration of public resource would be helpful for managing psychological problems after disaster shock. The effectiveness of associated activities can be maximized by well developed and verified protocol.
Expected Contribution : Provide basis of system in integration of public resources for disaster management, which is suitable for psychological support in Korea. Furthermore, it would be used and modified from other countries in disaster management.
