다문화가정 청소년의 비행위험성 예측을 위한 탐색적 연구

국문 초록 (Abstract)

최근 언론보도에 의하면, 다문화가정 청소년들은 “놀림 받을까봐” 학교 입학이 두려우며, 특히 다문화가정 중 도입국 자녀 10명 중 1명은 “학교폭력 피해”를 경험하는 것으로 나타나 이들에 대한 사회통합형 범죄예방활동 이 필요한 실정이다. 반면에 다문화가정 청소년들의 이러한 한국 사회 내 범죄피해의 경험은 향후 한국에 대 한 반감, 한국 사회 내 적응문제 등을 이유로 비행 및 범죄를 저지를 가능성 및 잠재성이 매우 높을 것으로 예 상되므로 향후 이에 대한 한국사회의 대비가 필요한 상황이다. 이러한 문제 인식 하에 이 연구에서는 다문화가정 청소년의 비행의 실태를 통하여 그 위험성을 예측하기 위해 경기도와 천안 및 아산을 중심으로 결혼이주여성과 다문화가정 청소년을 지원하는 다문화가족지원센터, 아동 청소년지원센터, 해당지역 경찰서를 방문하여 관련된 전문가를 대상으로 심층면접을 실시하였다. 심층면접 및 사례를 분석한 결과 다음과 같이 나타났다. 첫 번째, 다문화가정 청소년의 개인적 문제요인으로는 ‘정체성 혼란과 갈등, 사회적 위축감, 이중 언어에 대한 부담감, 한국어 실력 부족’이, 학교관련 문제요인으로는 ‘학업에 대한 부담감과 이로 인한 좌절, 학교 부적응, 학업중단, 중도탈락’이 있으며, 친구관련 문제요인으로는 ‘친구에 대한 강한 애착심, 집단에 대한 소속감 중시, 비행친구와의 관계 및 영향’이, 가정관련 문제요인으로는 ‘가정의 순기능 저하, 가정의 낮은 지지력, 부모의 방 임, 부모의 감독 부족, 부모와 대화 단절’로 나타났다. 두 번째, 위에서 나타난 문제요인들은 서로 복합적으로 연계된다는 것이다. 즉, 각각의 문제요인들이 서로 작 용함으로써 나타나는 결과라 볼 수 있다. 세 번째, 중도입국 자녀의 경우에는 정체성 혼란은 더욱 심각하게 나타났고, 가정 내에서의 위축감으로 인해 사회적 위축감으로 이어지고 있었으며, 이러한 위축감이 비행이나 범죄에 영향을 미치거나, 잠재적 비행 및 범죄자가 될 가능성이 높게 나타났다. 이러한 분석을 바탕으로 이 연구에서는 향후 다문화가정 청소년들의 비행 예방을 위한 방향으로서 다문화가 정 청소년의 정체성 향상을 위한 전문교육프로그램·맞춤형 사회화통합교육프로그램·다문화가정의 순기능 강 화를 위한 기초교육프로그램의 개발 및 실시, 비행실태에 대한 통계분석 및 원인 탐색, 비행예방 및 대응을 위 한 정책적 지원과 체계적 대응, 관련 기관간 협력적 인프라 구축, 기관별 협의체 구성을 제시하였다.
