지방자치제 실시와 지방자치단체 복지행정기구의 변화에 대한 연구: 기초자치단체를 중심으로 = Empirical Study on the Implementation of Local Autonomy and the Change of Welfare Related Organizational Unit in Local Government

국문 초록 (Abstract)

본 연구는 시･군･자치구 및 전체 기초자치단체로 유형을 나누어 지방자치단체의 복지행정기구 변화에
대한 지방자치제 실시효과를 분석하고 있다. 특히 본 연구는 지방자치제 실시 이후 1기 자치정부 → 2기
정부 → 3기정부로 지방자치제도의 전개에 따른 지방정부 복지행정기구의 변화에 대한 분석도 실시하였
다. 분석을 위하여 1992년부터 2005년까지 159개 기초자치단체의 패널자료를 구성하여 복지행정담당
(계)의 수와 복지행정담당(계)이 전체 행정기구담당(계)에서 차지하는 비율의 변화추이를 분석하였다.
분석결과 통계적으로 유의미한 결과를 보고하지 않은 자치구와 군유형의 기초자치단체를 제외하고, 전
유형의 기초자치단체에서 지방자치제 실시에 따라 지방자치단체 행정조직의 복지행정기능이 강화된 것
으로 나타났다. 또한 1기자치정부에서 3기자치정부로 나아갈수록 복지행정기능의 강화경향은 점증하는
것으로 나타났다. 이 같은 결과는 우리나라에 도입된 지방자치제가 지방행정조직차원의 자율성을 어느
정도 확보해 주고 있으며, 지방자치제를 경험할수록 지역주민의 복지수요가 행정기구의 변화에 비교적
잘 반영되고 있음을 시사해 주는 것이다.

다국어 초록 (Multilingual Abstract)

This study examines the effects of implementation of local autonomy on the change of welfare related organizational units in local government. For the empirical test, this study uses 1750 panel data from 1992 to 2005 for 157 local governments and uses welfare related organizational units and a ratio of the units. Results show that the effects of implementation of local government on the change of welfare related organizational units is positive in most types of local government and the regression coefficients of dummy variables of first, second, and third governments increased. This implies that the implementation of local autonomy guarantee local autonomy from the upper government organization and the welfare needs of local people are reflected in the organizational change of local government.
